Decree on the establishment of a Presidential scholarship for young scientists and postgraduates

Dmitry Medvedev signed a decree "On the establishment of a scholarship of the President of the Russian Federation for young scientists and postgraduates engaged in promising research and development in priority areas of modernization of the Russian economy."

Full text of the Decree:In order to strengthen state support for young scientists and postgraduates engaged in promising research and development in priority areas of modernization of the Russian economy, I decree:

1. To establish a scholarship of the President of the Russian Federation for young (up to 35 years old) scientists and postgraduates engaged in promising research and development in priority areas of modernization of the Russian economy (hereinafter referred to as the scholarship), in the amount of 20,000 rubles each and to pay it monthly.

2. Establish that:

a) the scholarship is awarded for a period of up to three years;
b) the scholarship may be awarded to the same person repeatedly;
c) the total number of persons receiving the scholarship annually cannot exceed 500 people in 2012, starting from 2013 – 1000 people;
d) the payment of the scholarship is carried out within the budget appropriations provided in the federal budget for the corresponding financial year and for the planning period to the Ministry of Education and Science of the Russian Federation for these purposes.

3. To the Government of the Russian Federation:

a) within 3 months to develop and approve the procedure for the appointment and payment of scholarships;
b) when forming the draft federal budget for the relevant financial year and for the planning period, provide for budgetary allocations for the payment of scholarships.
