Russian science is promised billions

The Ministry of Education and Science of the Russian Federation today announced a new mega-grant program, which Andrei Fursenko told about in an interview with Nature on June 17.

Leading scientists, regardless of their country of origin, will be able to participate in an open competition for the right to conduct research together with a scientific group of one of the Russian universities. The total amount of funding under this program is 12 billion rubles. This is reported by the press service of the Ministry of Education and Science.

The participants of the competition can be Russian and foreign leading scientists who occupy leading positions in a certain field of sciences. There are no restrictions on the citizenship and country of permanent residence of the leading scientist in the tender documentation. According to the terms of the competition, it is necessary to personally manage the laboratory (i.e. with the full-time presence of a leading scientist at a Russian university) and conduct scientific research for at least 4 months in a calendar year, starting from 2011.

Grants are allocated in the amount of up to 150 million rubles each for conducting scientific research in 2010-2012 with a possible extension of scientific research for a period of 1 to 2 years. The total amount of federal budget funds will amount to 12 billion rubles (3 billion rubles in 2010, 5 billion rubles in 2011, 4 billion rubles in 2012).

Applications prepared jointly by a leading scientist and a higher educational institution that meet the requirements established by the criteria for the selection of applications determined by the Grants Council of the Government of the Russian Federation for state support of scientific research are submitted to the competition. Applications are made in Russian and English or in English.

In accordance with the requirements of the agreement (concluded between the Ministry of Education and Science of the Russian Federation, the leading scientist and the university on the basis of which the scientific research will be carried out), the leading scientist undertakes obligations to lead the scientific research and submit a scientific report on the conducted scientific research, and the university undertakes obligations to ensure conditions for their conduct.

The winners of the competition are determined by the Council based on the results of the examination of applications by November 1, 2010.

It is noted that grants can be obtained in the following fields of science: astronomy and astrophysics; atomic energy and nuclear technologies; biology; biotechnology; information technology and computing systems; space research and technology; mathematics; machine science; medical sciences and technology; mechanics and control processes; nanotechnology; Earth sciences; materials sciences; psychology, cognitive research; radio electronics; construction and architecture; physics; chemistry; ecology; economics, international studies, sociology; energy, energy efficiency and energy conservation.
