Neudorf invites investors

Nabiullina: All conditions for investors have been created in NeudorfIA "Rosbalt"

On the territory of the special economic zone "Neudorf", all the necessary conditions have been created for investors to work. As the correspondent of Rosbalta reports, this was announced by the Minister of Economic Development of the Russian Federation Elvira Nabiullina at the opening ceremony of the SEZ.

According to the Minister, rental rates in the Neudorf zone are lower than in St. Petersburg, and the state has connected the SEZ to all utility networks at its own expense.

According to her, "now Neudorf provides all conditions for research and production activities." The purpose of the SEZ creation is to boost innovative development and commercialization of scientific achievements. According to Nabiullina, St. Petersburg was chosen as one of the sites for the creation of technical and implementation SEZs, as it has a huge personnel and production potential.

The platform will focus on such industries as instrumentation, information technology and the creation of a pharmaceutical cluster.

Nabiullina believes that these are priority sectors within the framework of the modernization of the Russian economy.

"I am sure that the number of SEZ residents will increase over time, and this will give an impetus to innovative development in St. Petersburg," the minister said, adding that to date, the federal and city budgets have invested about 2 billion rubles in the St. Petersburg SEZ on a priority basis.

The Minister expressed confidence that the special economic zone will become one of the points that will make an innovative contribution to the development of not only St. Petersburg, but also the whole of Russia.

The Special Economic Zone of Saint Petersburg is located on two sites: on the territory of "Neudorf" (Strelna settlement) with an area of 18.9 hectares in the Petrodvorets district and in the Primorsky district on the territory north of the Novoorlovsky Forest Park (about 110 hectares). As of June 1, 2010, the state invested 3.388 billion rubles in the creation of the infrastructure of the special economic zone.


According to Kommersant, two of the largest pharmaceutical investors in St. Petersburg – CJSC "Biocad" and LLC "Geropharm", planning to build factories for the production of medicines, yesterday announced their readiness to create their laboratories in the zone.

The city authorities announced that they plan to develop pharmaceutical production in the SEZ first of all. "In April, we approved the concept of a pharmaceutical cluster. Today there are five tenants in the business center of the zone, two of which are pharmaceutical companies," the governor said. Two pharmaceutical companies – CJSC "Biocad" and LLC "Geropharm" – are planning to build factories in the Pushkinskaya industrial zone. Moscow-based Biocad, which develops and manufactures original and generic drugs for the treatment of urological, gynecological, oncological and neurological diseases, plans to invest $15-20 million in its own enterprise. The production volume will be 140 kg of antibodies per year. Geropharm will allocate 1.5 billion rubles for the construction of the first stage of the plant for the production of drugs used in neurology and ophthalmology. The volume of production is up to 55 million vials of finished dosage forms per year.

"Biocad" intends to create a center for the development and production of drugs from the list of vital, within 7 years to launch the production of more than 40 drugs. "We decided to move to St. Petersburg when we learned that the city not only builds roads and creates infrastructure for investor projects, but also provides tax benefits. There is no such thing in Moscow and the Moscow Region," rejoices Dmitry Morozov, Chairman of the Board of Directors of CJSC Biocad. The company's project was approved by the commission under the President of Russia and fits into the federal program "Pharma 2020" on bringing the share of Russian companies in the pharmaceutical market to 50% by 2020. According to Mr. Morozov, the company will invest 600 million rubles in the creation of the laboratory, including 140 million rubles in 2010.

Peter Rodionov, CEO of Geropharm LLC, said that the company will invest about 100 million rubles in a research laboratory in the SEZ. It is planned to open the laboratory in the first quarter of 2011. Mr. Rodionov believes that the pharmaceutical cluster in St. Petersburg can become the second Skolkovo in the field of medicines.
