Informatized healthcare in Russia

The Ministry of Health of Russia summed up the results of the implementation of measures
on health informatization in 2012

At the preparatory stage, the regulatory framework for the successful implementation of the measures was developed and approved," comments Roman Ivakin, Director of the Department of Information Technology and Communications. – Expenses for the implementation of informatization measures in 2011-2012 amounted to about 28 billion rubles at the expense of budgets of all levels

According to Roman Ivakin, the analysis of the experience of other countries in implementing information systems showed that Russia was the first to create a unified state information resource in the field of healthcare, working according to uniform rules and allowing monitoring of medical care in almost all medical institutions in real time. Many leading countries are only considering the possibility of creating such resources.

Roman Ivakin also noted that the implementation of measures to informatize healthcare provided guaranteed employment for almost 500 thousand people – employees of Russian companies working in the field of information technology, which ultimately has a positive effect on the country's economy.

More than 11,000 state and municipal medical organizations in 83 Russian regions and 1 million 955 thousand medical workers are covered by informatization in the field of healthcare.

About 600 thousand automated workplaces of medical personnel are connected to the unified state information system in the field of healthcare.

"The cost of creating one automated workplace was 65,000 rubles, including the organization of communication channels, the supply of equipment, the introduction of software, which is commensurate with the cost of a good personal computer," Roman Ivakin comments.

Another important result of the introduction of modern information systems was a more than fourfold increase in the number of equipment that allows organizing videoconferencing sessions. So, if in 2009 the total number of sets of such equipment in the Russian Federation as a whole was 887 units, today it is more than 4 thousand. As a result, the possibilities of conducting telemedicine consultations, as well as operational interaction in videoconference mode, have significantly expanded.

For six months, the state service "Appointment to a doctor in electronic form" was put into commercial operation, including through the Unified Portal of state and Municipal Services. Currently, 3,920 medical organizations have formed and maintain schedules of appointments of specialists in this service. Every day in the Russian Federation, about 60 thousand doctor's appointments are made electronically, which will amount to about 15 million per year.

"All these results have become possible thanks to the high dedication and joint work of medical workers of all institutions, executors of state contracts, experts in the field of information technology, specialists of MIAC in the regions, employees of regional health authorities," Roman Ivakin summed up.

"The informatization of healthcare does not pass without difficulties. Many of them are expected, and we have tried to take measures to neutralize the consequences, as far as we have succeeded, time will tell," the Director of the Department said.

Roman Ivakin also cited data on the number of sanitary vehicles equipped with GLONASS satellite navigation equipment: as of December 2012, 19,764 units were equipped. The number of dispatch stations and emergency departments equipped with navigation and information equipment for monitoring and management of sanitary transport operating using GLONASS systems, as of December 2012, amounted to 2,659 units.
