The Supreme Court of Russia approved eternal summer time

BBCThe Supreme Court rejected the claim of several public organizations demanding the abolition of year-round summer time in Russia.

The application was submitted by the heads of the Patient Protection League, the Patients' Union and the Society of Evidence-Based Medicine Specialists. They believe that the government decree of August 31, 2011 does not comply with the norms of Russian and international law, and also violates the right of citizens to life, health and rest, Interfax reports.

Currently, most of the territories of Russia live by the time, which is two hours ahead of the time zone. According to the RAPSI news agency, one of the plaintiffs – the head of the Patient Protection League, Alexander Saversky – immediately after the Supreme Court decision said he would appeal it. "I tried to defend the right of citizens and children to a normal sleep," Saversky told the press.

During the hearings in the Supreme Court, he argued for the requirement to return the "winter" time, in particular, by the fact that in winter it gets light in Moscow at 9.40 am, and schoolchildren start studying at 8.30: "In fact, children study for an hour and a half at night, and get up even earlier. Adults suffer no less from this."

The annual transition to winter time and back was canceled in June 2011 by Dmitry Medvedev's decree: it was assumed that the reform would have a positive effect on the health of citizens and the state of the Russian economy, but many Russians consider summer time to be the cause of lack of sleep, chronic fatigue and other conditions that worsen their quality of life.

"Let's live without twitching"Almost a year and a half later – on December 20, 2012 – at his press conference, Russian President Vladimir Putin said that he sees and himself faces problems with the preservation of daylight saving time in Russia, promising that the government, based on the results of monitoring the situation, will decide what time to live in Russia.

In September, the chairman of the State Duma Committee on Health Protection, MP from the LDPR party Sergey Kalashnikov, submitted for parliamentary discussion a bill on returning to winter time throughout the calendar year. He counted on the rapid adoption of the law, which would allow it to be applied already this year, having achieved the transfer of the arrows an hour ago in the coming October. Putin then said that the question of the expediency of switching to winter time should be decided by the government and its head, Dmitry Medvedev, who in the past initiated the introduction of permanent summer time.

The day after the bill was submitted to the State Duma, Russian Railways announced that it was closing the sale of tickets for flights from October 26. The head of Russian Railways, Vladimir Yakunin, then explained his decision by saying that his company does not want to become a hostage to the situation and ticket sales will begin after the adoption of the law. However, ticket sales soon resumed, and everything remained the same.

On February 7, Medvedev said that the government considers it inappropriate to adjust the time at this stage. "Let's live in these conditions without twitching, so to speak, without too much fuss. We will continue to monitor the general situation, once again analyze the opinions of experts, doctors, and the position of citizens, if it changes. Let's weigh, in other words, all the pros and cons," he said.

Harmful change of biorhythmsDoctors agree that the cancellation of the arrow translation is good for people's health.

"These jumps count with anything, but not with the concept of health. An iron regime can even support a seriously ill person. There are certain milestones: falling asleep, waking up, eating, and great need – it should be at the same hours. Violation of the regime especially affects the elderly and sick people," Yuri Savenko, president of the Independent Association of Psychiatrists, told the BBC Russian Service earlier.

Doctor of Psychiatric Sciences Alexander Stroganov suggested that winter time would be more optimal than summer due to the peculiarities of the regime of modern Russians, but also warned against frequent changes in the position of the hands of the clock. "Taking into account the fact that most people are late sleeping, winter time is probably a plus. The main thing is not to have this leapfrog endlessly, because it affects the biological rhythm. For sensitive people, any change in the biological rhythm for a whole year brings harm," said associate professor of the Department of Psychiatry of the Altai Russian Medical University in an interview with the BBC Russian Service.

According to the portal survey superjob.ru , 54% of Russians approve of the cancellation of the transition from summer to winter time and back, because they believe that the transfer of hours negatively affects health and does not lead to significant energy savings.

The conversion of clocks to winter and summer time is carried out by 110 states, including EU countries, and most US states. After the collapse of the USSR, Uzbekistan, Tajikistan, Turkmenistan, Georgia, Kazakhstan and Kyrgyzstan abandoned winter and summer time. In the states located near the equator, the arrows are not translated at all, since the duration of daylight in winter and summer in these latitudes differs little and the translation of the arrows does not bring economic effect.
