The Federation Council introduced amendments to the Tax Code of the Russian Federation at a meeting on Wednesday, which give the right to innovative small enterprises to use a simplified taxation system, stimulating the creation of such enterprises by budgetary scientific and educational institutions.

Simplified taxation system is a special tax regime aimed at reducing the tax burden for small and medium–sized businesses, as well as facilitating tax and accounting. Such a system has the right to be used by enterprises with no more than 100 employees and income from the sale of products no more than 60 million rubles per year.

The adopted law removes the ban on the use of a simplified taxation system by innovative organizations in which the share of participation of commercial organizations is more than 25%. This applies to companies established by budgetary scientific and educational institutions for the practical application and implementation of the results of their intellectual activity.

The legislators propose that the results of intellectual activity include programs for electronic computers, databases, inventions, utility models, industrial designs, selection achievements, integrated circuit topologies and production secrets (know-how), the exclusive rights to which belong to scientific institutions.
