The government will force Russians to drink and smoke less

Vasily Mironov, Rossiyskaya GazetaDmitry Medvedev has approved an updated program for the development of healthcare in Russia.

In addition to plans to provide state medical institutions with modern equipment and qualified personnel, Resolution No. 294 of April 15, 2014 "On approval of the new edition of the State program "Development of Healthcare"" also contains plans concerning individual citizens. So, there is a plan to wean every third smoker from a bad habit. And also to force the average Russian to drink 3.5 liters of alcohol less per year.

The ambitious program is designed for the period up to 2020. It will be held in two stages. It is planned to complete structural transformations in the healthcare sector by 2016. After that – to engage in innovative development.

In total, 26.6 trillion rubles will be allocated from the consolidated budget for the program. Most of this amount should be allocated by the regions and the Compulsory Health Insurance Fund – 11 and 13 trillion, respectively. The rest falls on the federal budget.

In addition to combating bad habits among the population, the authors of the program set no less ambitious goals for the country. Thus, the satisfaction of the population with state medical services should increase, and any Russian should have access to them. At the same time, the industry should be provided with highly qualified personnel.

It is planned to reduce morbidity and mortality from many common diseases. For example, the incidence of tuberculosis is planned to be reduced by almost 2 times. "Reduction of mortality (per 100 thousand population) from diseases of the circulatory system to 622.4 cases, from road accidents - up to 10 cases, from neoplasms (including malignant ones) – up to 190 cases, from tuberculosis – up to 11.2," the goals of the program are given on the government website.

The life expectancy of a Russian born in 2020 should be almost 75 years. And the salary of a doctor in a public hospital is twice the average for the region's economy. So, for a doctor in Moscow, now it's 100 thousand rubles a month.
