According to Izvestia, the Ministry of Health of Russia intends to prohibit the use of embryos for medical purposes – at the moment, cells from the bodies of deceased infants are used for various anti-aging injections, there is no prohibition for such activities in the legislation of the Russian Federation yet. The ministry has already prepared a new draft law "On the circulation of biomedical cell products", which the Russian government should submit to the State Duma in the very near future.

The media note the fact that if you give permission for the use of abortive material, in this case some women may start producing this material intentionally for financial gain. The Ministry of Health stated that they categorically have no right to allow the commission of such a planned murder, due to the fact that this will lead to the commercialization of the female sexual sphere. It is impossible in any way to stimulate the growth of the number of abortions, the Ministry of Health stated.

According to the State Duma Committee on Family, Children and Women, more than one million abortions are registered in the Russian Federation every year. In addition, official statistics are kept only by state clinics. And, according to experts, private clinics perform up to five to six million abortions every year.

And, nevertheless, the Ministry of Health is not going to categorically prohibit fetal cell sampling – the bill gives permission to carry out the procedure if it does not affect the normal development of the fetus in any way.

It can be placenta, umbilical cord blood, amniotic fluid, which are taken in small quantities for the purpose of diagnosis, as well as material obtained from the placenta during the birth of the baby, the interlocutor of journalists said.

In parallel with this, the bill, in general, regulates the field of application of stem cells. The document obliges market participants to register a cellular product.

Cells are taken, injected into a person for a lot of money, while promising a good rejuvenating effect. At the same time, it does not give any guarantee, it does not warn about the main dangers – the introduction of infection in parallel with cells, as well as the oncological effect, when a person, instead of the desired rejuvenation, cells simply begin to mutate, becoming the cause of cancer. After the adoption of the new bill, procedures of this kind with the use of embryonic material, as well as unregistered cell products, will fall under a categorical ban, the ministry says.

New discoveries in the field of cellular technologies make it possible to solve ethical problems, as well as completely abandon the use of embryonic cells. This statement was made by the first deputy chairman of the State Duma Committee on Health Protection Nikolay Gerasimenko.

The executive head of the association of specialists in cellular biomedical technologies, regenerative medicine "Actremed" Yuri Sukhanov is confident that the law clearly prescribes prohibitions that are both ethical and scientific in nature.

The bill categorically prohibits the use of live abortive material, animal cells cannot be used, among other things, the document clearly regulates the circulation of cellular material from the development itself to direct disposal, says Sukhanov.

What about the threat to science?At the same time, the director General of the Institute of Human Stem Cells Artur Isaev sees the bill as a threat to science.

If the use of fetal material is legally prohibited, then science in this area will simply cease to develop, because, thus, scientific search is limited. In order to avoid distortions, it is necessary to assign this function to an ethical examination. Among other things, it is necessary to provide for a more simplified registration for some part of the products that are produced from their own human cells, Isaev is sure.
