Medicine for the quality of life: exposition in the State Duma

Yesterday, March 18, 2008, an exposition dedicated to the results of the II All-Russian Medical Forum "Medicine for Quality of Life" was opened in the State Duma of the Federal Assembly of the Russian Federation with the support of the State Duma Committee on Health Protection.

The Forum is held under the patronage of the State Duma of the Federal Assembly of the Russian Federation, its organizers are the Ministry of Health and Social Development of the Russian Federation, the All-Russian Public Movement "Medicine for Quality of Life" and the All-Russian Political Party "United Russia". The main purpose of the Forum is to consolidate representatives of medicine, legislative and executive authorities and civil society structures for the introduction of optimal organizational and methodological forms, methods and new high technologies into practical healthcare designed to improve the quality of medical care to the population of the Russian Federation. The Forum discusses issues of modernization, organization of healthcare and personnel policy, problems of medical and social care for patients with chronic forms of progressive diseases, improving the efficiency of the municipal health system, etc.

The II All–Russian Medical Forum "Medicine for Quality of Life" is a large-scale event in the field of healthcare: its territory covered all federal districts of the Russian Federation, more than 4 thousand delegates from 52 subjects of the Russian Federation took part in its work. Among them are representatives of the executive and legislative authorities of municipal and territorial entities, heads of health authorities, research institutes, higher educational institutions, chief doctors of medical and preventive institutions and representatives of public organizations.

The opening of the exposition was attended by the Chairman of the State Duma Committee on Health Protection O.G.Borzova, members of the Committee, representatives of public organizations, mass media.

"The purpose of this exhibition is to present to the Deputies of the State Duma of the Fifth convocation the results of the II All–Russian Medical Forum "Medicine for Quality of Life", held in June-November 2007, and to announce the program of the III Forum, which will begin its work on June 23-24, 2008, as well as the work plan for the next two years of the All-Russian Public Movement "Medicine for the quality of life," said the President of the Movement, MD, Professor G.A.Novikov in his welcoming speech. – The book "II All-Russian Forum "Medicine for quality of Life" will be presented to visitors of the exhibition. This is the second book, the presentation of which takes place in the State Duma of the Russian Federation (the first was in March 2007). It contains the main provisions of the program speeches of the delegates and participants of the Forum, as well as the final declaration.

Today, within the framework of cooperation with the authorities of the constituent entities of the Russian Federation, more than 20 agreements have been signed or are in the process of signing with the Administrations of regions and municipalities of the Russian Federation (the first agreement was signed with the Administration of the Smolensk Region on November 10, 2005).

An equally important step for us was the creation in December 2007 of the Association of Palliative Medicine, the presentation of which will take place here today. Being the successor of the Foundation "Palliative Medicine and Rehabilitation of Patients", founded in 1995, the Association aims to assist professionals in the further development of optimal methods of palliative medicine. The Association of Palliative Medicine is one of the organizers of the All-Russian Conference "Palliative Medicine. Yesterday. Today. Tomorrow", held annually in Moscow, where issues of improving the quality of life of patients with progressive forms of chronic diseases are discussed.

In the near future, the Association of Medical Business, which is at the stage of final registration, will begin to operate, whose task will be to assist representatives of the medical business in developing and implementing optimal organizational and methodological forms, methods and new high technologies in medicine in practical healthcare. With the participation of the Association of Medical Business, it is planned to hold an annual All-Russian conference "Problems and prospects of development of medical business in the Russian Federation" in Moscow.

The All-Russian public movement "Medicine for Quality of Life", in addition to events on the territory of the Russian Federation, carries out a number of international medical projects with the direct participation of the European consulting company "Quality Life System" GmbH. More than 250 specialists visited the field scientific and practical seminars in order to familiarize themselves with the experience of clinics and social services in Western Europe over two years, individual internships of doctors were conducted in clinics in Western Europe. Since 2008, the International Medical Assembly "New Technologies and Quality of Life in Healthcare" will begin its work, which will be held annually in Germany (March), Austria (September) and other countries of the European Union. The project is indefinite.

The Movement also plans to create an Internet resource center "World of Quality of Life", which will feature: a bureau of free consultations on the organization of diagnostics, treatment and rehabilitation in the countries of the European Union and the Russian Federation; a catalog of products, items and means of medical and preventive purposes from the countries of the European Union and the Russian Federation, as well as an electronic medical library of scientific literature and scientific and practical journals: "Palliative medicine and rehabilitation", "Medicine and quality of life", "Diagnostics in clinical medicine".

Assistance to professionals in the development and implementation of optimal organizational and methodological forms, methods and new high technologies in practical healthcare, as well as consolidation of representatives of medicine, legislative and executive authorities aimed at improving the quality of medical care in the light of healthcare modernization - this is an incomplete list of issues for which the All–Russian Public Movement "Medicine for Quality of Life"it will continue to work on cooperation with the authorities and civil structures of the subjects of the Russian Federation," concluded Professor G.A.Novikov.

The Chairman of the State Duma Committee on Health Protection O.G.Borzova read out a greeting on behalf of the Chairman of the State Duma of the Federal Assembly of the Russian Federation B.V. Gryzlov, adding that "... the deputies of the State Duma Committee on Health Protection took an active part in the II All-Russian Medical Forum "Medicine for quality of Life", and it was not just communication with well–known politicians, scientists, health care organizers of the subjects of the Russian Federation, representatives of practical health care - it was an exchange of views, a sharpening of problems that need to be solved.

I believe that active work will be carried out at the III All–Russian Medical Forum, which will start this summer, through the efforts of deputies of the State Duma Committee on Health Protection, and I wish all participants of this important event good luck," O.G. Borzova concluded.

The First Deputy Chairman of the State Duma Committee on Health Protection N.F.Gerasimenko began his speech with the words from the Charter of the World Health Organization: "Having the highest attainable level of health is one of the fundamental rights of every person regardless of race, religion, political beliefs, economic or social status.

Russia has made significant progress in the fight against tobacco smoking today. The government has adopted a framework Convention, and in April the State Duma of the Russian Federation will vote for it. In this very difficult struggle for the framework Convention to be approved in the Government, we were actively supported by the All-Russian Public Movement "Medicine for Quality of Life", which I would like to thank Professor G.A.Novikov personally, and also express hope for our further cooperation."

The opening ceremony of the exhibition continued with a greeting from the General Director of the Research and Production Company "Electron" M.B.Elinson. Socially responsible companies NIPK "Electron" and F. Hoffmann-La Roche act as official partners of the All-Russian Public Movement "Medicine for Quality of Life" and take an active part in holding forums in the subjects of the Russian Federation. As part of the exposition, a presentation of their socially significant programs "White Flower" and "Equal right to life" will take place.

"Thanks to the All–Russian public movement "Medicine for the Quality of Life," M.B.Elinson noted, "our business is not only aimed at producing high–quality medical equipment, it has a social orientation. And we hope that in the future the Movement will have such an impact on us."

The executive director of the All-Russian Oncological social program "Equal right to Life" D.Borisov said: "It is very important for us to take part in this event, because over the past two years we have been very actively implementing our program "Equal Right to Life" together with the All-Russian Public Movement "Medicine for Quality of Life", which is aimed at solving a very acute problem for our country, called cancer. Unfortunately, thousands of people die with this diagnosis every day in our country. Recently, we started working to support the Association of Cancer Patients who have overcome their disease and are now uniting to help people who have faced this problem and are trying to fight it on their own. I am sure that with the support of the legislative bodies we will be able to solve this problem, since the All–Russian public movement "Medicine for Quality of Life" is an organization that can not only identify problems, but also find effective methods to solve them."

The opening of the III All-Russian Forum "Medicine for Quality of Life" will take place on June 23, 2008 in Moscow, its further work will continue according to the following schedule: Novosibirsk on September 9-10; Khabarovsk on September 24-25; Yekaterinburg on October 7-8; St. Petersburg on October 29-30; Nizhny Novgorod on November 11-12; Rostov-on-Don on November 26-27.
