Notification of the competition for the St. Petersburg Government Award
for the best innovative project implemented within the cluster

In accordance with the Resolution of the Government of St. Petersburg dated 10.11.2009 No. 1255 "On the award of the Government of St. Petersburg for the best innovative project implemented within the cluster" (hereinafter – the resolution) The Committee for Economic Development, Industrial Policy and Trade (hereinafter referred to as the Committee) invites you to participate in the competition for the St. Petersburg Government Award for the best innovative project implemented within the cluster (hereinafter referred to as the competition).

The premium fund in the amount of 9 million rubles (1 million rubles for each project) will be distributed among the best innovative projects implemented within the clusters of St. Petersburg in the following priority areas for the city's economy:

• information technology;
• medicine, biotechnology and pharmaceuticals; ecology and nature management;
• consumer goods and services;
• for the needs of the municipal economy of St. Petersburg.

The participants of the competition are organizations, regardless of their organizational and legal form, which are subjects of small and medium-sized businesses, registered and operating on the territory of St. Petersburg (hereinafter referred to as the participant). 

We would like to draw the attention of those wishing to participate in the competition that applications and documents and materials attached to them (tender documentation) are accepted from September 28 to October 12, 2012 inclusive at the address: Alexander Nevsky Square, 2, Hotel Moscow, 2nd floor, Fireplace Lounge, seven days a week, with 10.00 to 19.00 (lunch break from 13.00 to 14.00). 

The procedure for submitting applications for participation in the competition and the necessary tender documentation is contained in the Regulations on the Award of the Government of St. Petersburg for the best innovative project implemented within the cluster, approved by the resolution.

The application form for participation in the competition and the procedure for conducting the competition were approved by the Committee's Order No. 1319-r dated 06.10.2010.

The participant who has declared his intention to participate in the competition submits the following documents: 

• application for participation in the competition in the form approved by the Committee (a sample application is in the attached files);  
• description of the innovative project implemented within the cluster (hereinafter referred to as the project), including a full description of the set of measures that ensure the development and implementation of the project, including the business plan of the project, including the calculation of the financial indicators of the project, the budget efficiency of the project, the timing of its implementation, the number of jobs created within the framework of the project, information about the social the significance of the project for St. Petersburg, information about the participant of the competition, including the employees responsible for the further implementation of the project, the level of professional qualifications and experience in project implementation of these employees, as well as information about organizations participating in the implementation of the project submitted to the competition; 
• an extract from the Unified State Register of Legal Entities (Individual Entrepreneurs) or its notarized copy, executed in accordance with the current legislation, formed by the tax authority that issued it not earlier than six months prior to the filing date; 
• a certificate on the average number of employees of a legal entity or an individual entrepreneur, taking into account all employees, including employees working under civil law contracts or part-time, taking into account the actual time worked, employees of representative offices, branches and other separate divisions of a legal entity for the previous calendar year (for newly created legal entities or newly registered individual entrepreneurs - for the period that has passed since the date of their state registration); 
• a document confirming the amount of revenue from the sale of goods (works, services) excluding value added tax for the previous calendar year, with a mark of the territorial tax authority (for newly created legal entities or newly registered individual entrepreneurs for the period that has passed since the date of their state registration); 
• a copy of the certificate of state registration of the participant of the competition, certified by the participant of the competition; 
• a copy of the certificate of tax registration of the participant of the competition, certified by the participant of the competition; 
• a copy of the document confirming the appointment to the position of the head of the participant of the competition, certified by the participant of the competition; 
• copies of the constituent documents of the participant of the competition, certified by the participant of the competition; 
• notarized copies of contracts and (or) agreements confirming the merger of organizations into a cluster. 

The tender documentation is submitted by the participants of the competition in MS Word format in printed form. The description of the project is presented in electronic form on a CD-ROM.  

The final meeting of the competition commission and the award ceremony will be held on October 30, 2012.

The prize is awarded by the Government of St. Petersburg on the basis of the decision of the Competition Commission for the award of the prize, in accordance with the resolution. The decision to award the prize is formalized by a decree of the Government of St. Petersburg.
