Competition of Russian-Japanese research projects

The Russian Foundation for Basic Research (RFBR) and the Japan Society for the Promotion of Science (JSPS), on the basis of a Memorandum concluded between them, announce the 2010 competition of joint Russian-Japanese research projects (JF_a competition) in the following areas of knowledge:

(01) mathematics, computer science and mechanics;
(02) physics and astronomy;
(03) Chemistry and materials sciences;
(04) biology and medical science;(05) Earth sciences;

(06) human and social sciences;
(07) information and telecommunication systems;
(08) fundamentals of engineering sciences.

Terms of the competitionIn accordance with the Memorandum concluded between the RFBR and JSPS, research of mutual interest to both the Russian and Japanese sides is supported.
All types of support for fundamental scientific research are carried out by the RFBR on a competitive basis, regardless of age, academic rank, academic degree or position held by a scientist.

A scientist has the right to submit only one application to the "YAF_A" competition as a supervisor and, accordingly, become, at the end of the competition, the head of only one joint project on the "YAF_A" competition, which received financial support from the RFBR.

Attention! It is prohibited to submit the same initiative project simultaneously to various RFBR competitions (for example, if the project is submitted to the “a” initiative project competition, it cannot be submitted to an international or regional competition; if the project has already been supported by any competition, it is prohibited to submit it to any other competition in the future). Only the organization in which the project is being implemented or the organization that is the main place of work of the head can act as a financing organization; financing through other organizations is not allowed. The name and content of the project should not coincide with the name and content of any planned topic carried out in a Russian organization and funded from the federal budget.

The duration of each project is two years. After this period or in case of early completion of the project, you can participate in a new contest "YAF_A" on a general basis (submit a new application).

Russian and Japanese scientists participating in the project for the contest "YAF_A" preliminarily coordinate the content of their applications. The project name should be the same for both Russian and Japanese applications. Russian scientists send applications to the RFBR, and Japanese scientists at the same time – to JSPS (Japan Society for the Promotion of Science).

The competition is not allowed:
– projects submitted by only one party;
– projects received after the deadline for submission;
– projects prepared without following the rules of registration.

All applications admitted to the competition are subject to an independent examination in parallel: applications of Japanese scientists – in JSPS, applications of Russian scientists – in the RFBR. Consideration of applications is carried out by each of the parties independently in accordance with its own rules. Information about the examination is strictly confidential. The results of the competition are summed up by the parties jointly at the end of February 2010 on the basis of the results of the examination and taking into account the budget of the competition. After the results are agreed, the list of projects supported by both sides will be published on the RFBR website.

RFBR notifies project managers through the Grant-Express system about:
– registration of the project and its acceptance for consideration;
– support or rejection of the project.

The following deadlines are set for the start of work on the project and the submission of reports by Russian project participants:
a) the start of the project work – April 2010
b) interim report – until March 01, 2011;
c) final report – until May 01, 2012

Reports of Russian scientists on initiative projects within the framework of the "YAF_A" competition are drawn up according to the rules of reports on the competition of initiative scientific projects "a" (see the RFBR website – rules of reports for the corresponding year of submission of reports).

Financial conditionsThe financing of projects supported by both funds will be carried out according to the principle: each party pays the costs associated with the implementation of the project by the participants of their country.
The maximum amount of funding for a supported project from the RFBR is 500 thousand rubles per year.

JSPS and RFBR funding does not cover the costs of accident insurance and medical insurance.

Attention! The Russian organization, on the basis of which research on the joint project will be conducted, can use no more than 15% of the total funding minus the costs of sending Russian project participants to Japan to reimburse the costs of organizational and technical support for the implementation of the project.
The decision to continue financing the project for the next year will be made based on the results of the examination of interim reports.

Procedure for registration and submission of applications to the RFBROnly those applications that are processed using the interactive (via the Internet) Grant-Express system will be accepted for consideration.
The registration cycle consists of the following stages: registration of the applicant's person (if this was not done earlier), preparation of the application, registration of the application. After receiving the registration number, the project manager must print out and submit to the RFBR 1 (one) printed copy of the application, fastened with brackets.

Detailed rules of operation in this system are presented on the server http://grant.rfbr.ru or http://grant.rffi.ru . If necessary, requests related to the operation of the remote application registration system should be sent to grant@rfbr.ru .

When making applications through the Grant-Express system, the signature date of the application is from July 20 to September 09, 2009 inclusive. Printed copies must be received by the Fund by September 23, 2009.The application consists of a title page (Form T) and 4 sections prepared according to Forms 1, 2, 3 and 35.

In the title page and form 1, in the column "type of competition", "YAF_A" is indicated.

The printed version of the application is submitted to the Fund in an envelope marked with: the mark "RFBR Competition"; the application number obtained as a result of its registration through the Grant-Express system; the type of competition and the project code according to the classifier. For example: "RFBR Competition – (No. 10-04-92000) – JF_a code – (04-360)" (for the field of knowledge 04 "biology and medical science").

A printed copy of the application must be sent by a simple letter (without declared value) to:

In addition, a printed copy of the application can be dropped directly into the mailbox of the Foundation, installed in the building at the specified address, on working days from 10 to 17 hours.
