Presidential grants for young scientists

NOTIFICATION
about the beginning and conditions of competitions for the right to receive grants from the President of the Russian Federation for state support of young Russian scientists – candidates of sciences and Doctors of sciences

1. The Ministry of Education and Science of the Russian Federation announces competitions in 2014 for the right to receive grants from the President of the Russian Federation for state support of young Russian scientists – candidates of sciences (hereinafter – the MK-2014 competition) and young Russian scientists – doctors of sciences (hereinafter – the MD-2014 competition) (hereinafter - contests). The organizer of the competitions is the Ministry of Education and Science of the Russian Federation (hereinafter – the Ministry of Education and Science of Russia).

2. The allocation of grants by the President of the Russian Federation for state support of young Russian scientists – Candidates of sciences and Doctors of Sciences (hereinafter – grants) is carried out in accordance with the Decree of the Government of the Russian Federation of April 27, 2005 No. 260 "On measures for state support of young Russian scientists – candidates of Sciences and doctors of Sciences and leading scientific schools of the Russian Federation".

3. Russian scientific or educational organizations, as well as organizations engaged in the production of scientific and technical products (hereinafter referred to as organizations) that have labor relations with young Russian scientists - candidates of sciences and (or) young Russian scientists – doctors of sciences, whose works were submitted by these organizations to the competition (hereinafter referred to as – grant applicant).

If a young scientist needs an additional experimental base or it is necessary to create other conditions for conducting scientific research, then, in agreement with the Ministry of Education and Science of the Russian Federation, third-party organizations that ensure the creation of these conditions can be involved in the work.

4. The organizations specified in paragraph 3 of this Notice submit to competitions the works of young Russian scientists (citizens of the Russian Federation) in the form of an application for participation in the competition provided for in the Instructions to grant applicants for the preparation of a competitive application (hereinafter, respectively, the competitive application, Instruction), for participation in 2014 in competitions for the right to receive grants (Appendix No. 1 to this Notice).

Contests are held:

The MK-2014 competition is for state support of scientific research conducted by young Russian scientists – candidates of sciences, whose age at the end of the grant does not exceed 35 years.

Works related to the development of the topics of PhD theses, characterized by significant scientific novelty, testifying to the significant contribution of young scientists to the development of science and technology and their creative talent, as well as related to the preparation of doctoral dissertations, can be submitted to the competition.

MD-2014 competition is for state support of scientific research conducted by young Russian scientists – doctors of sciences, whose age at the end of the grant does not exceed 40 years.

Works related to the development of the topics of doctoral dissertations can be submitted to the competition.

5. The Organization has the right to submit several competitive applications according to the number of grant applicants submitted.

Each grant applicant has the right to submit their work only within the framework of one competitive application.

The grant applicants cannot be the winners of the 2013 competitions for the right to receive grants from the President of the Russian Federation for state support of young Russian scientists – candidates of sciences (MK-2013 competition) or young Russian scientists – doctors of sciences (MD-2013 competition). As well as recipients of the scholarship of the President of the Russian Federation to young scientists and postgraduates engaged in promising research and development in priority areas of modernization of the Russian economy competitions for 2012-2014 and 2013-2015.

6. Organizations must have the necessary equipment, other material and technological capabilities, a positive reputation, fulfill obligations to pay taxes to budgets of all levels and mandatory payments to state extra-budgetary funds, must be solvent, not in the process of liquidation, reorganization, bankruptcy. Organizations cannot participate in the competition if their property is seized and (or) their economic activity is suspended.

7. Grants are allocated for a 2-year period to finance the costs of conducting fundamental and applied scientific research, including in priority areas of development of science, technology and engineering of the Russian Federation in the following areas of knowledge:

  • (01) Mathematics and Mechanics;
  • (02) Physics and Astronomy;
  • (03) Chemistry, new materials and chemical technologies;
  • (04) Biology, agricultural sciences and technologies of living systems;
  • (05) Earth Sciences, Ecology and Environmental Management;
  • (06) Social Sciences and Humanities;
  • (07) Medicine;
  • (08) Technical and Engineering sciences;
  • (09) Information and telecommunication systems and technologies;
  • (10) Military and special technologies.

8. The amount of the grant of a young scientist – candidate of sciences is 600 thousand rubles per year, including payment for his work and the work of co-executors. The number of co-executors should include at least 1 young scientist (up to 35 years old), a student, a graduate student. The amount of remuneration of the Candidate of Sciences and his co-executors may not exceed 360 thousand rubles per year.

The amount of the grant of a young scientist – doctor of sciences is 1 million rubles per year, including payment for his work and the work of co-executors. The number of co-executors should include at least 3 young scientists (up to 35 years old), students, postgraduates. The amount of remuneration of the Doctor of Sciences and his co-executors may not exceed 600 thousand rubles per year.

9. Financial support of a young scientist at the expense of a grant is carried out in excess of the salary established for a young scientist by the organization with which he is in an employment relationship.

10. The works submitted for the competition are reviewed and checked for their compliance with the terms of the competition by the Competition Commission for Holding competitions for the right to receive grants from the President of the Russian Federation for state support of young Russian scientists and funds for state support of leading scientific schools of the Russian Federation, established by Order of the Ministry of Education and Science of the Russian Federation No. 1089 of September 24, 2013 (hereinafter – the Competition Commission). Works that meet the conditions of the competition are sent by the competition commission to the Council for their expert evaluation. When conducting an expert evaluation of the work, the Council takes into account such criteria as the scientific reserve for the claimed research over the past 3 years, the planned activity of the scientific activity of the grant applicant (including the publication of scientific articles in highly rated Web of Science journals), the evaluation of scientific research, including novelty and applied significance, the achievability of the results of scientific research.

Based on the results of the expert evaluation of the works, the Council prepares proposals for determining the winning works of the competition. The results of the expert evaluation and proposals for determining the winning works of the competition are sent to the competition commission. The competition commission reviews the received documents and determines the winning works of the competition.

The lists of grant applicants whose works are recognized as winners of the competition will be published in the newspaper "Search" and posted on the websites of the Ministry of Education and Science of the Russian Federation and the Federal State budgetary scientific institution "Research Institute - Republican Research Scientific and Consulting Center of Expertise" (hereinafter referred to as the RSCCE Research Institute) in February 2014.

11. The Ministry of Education and Science of the Russian Federation, based on the decision of the competition commission, enters into agreements on the terms of use of the grant of the President of the Russian Federation with organizations participating in competitions that have labor relations with young scientists for state support of young Russian scientists whose works were submitted by these organizations to the competition and became winners no later than March 15, 2014.

The contract specifies the topic of scientific research for which the grant is allocated, contains a work plan and cost estimates for conducting these scientific research, specifies the total and phased amounts of funding, the obligations of the organization to spend, with the consent of the young scientist, the allocated funds for conducting scientific research on this topic, as well as other conditions related to the use of the grant. The agreement also provides for the right of the Ministry of Education and Science of the Russian Federation to verify the intended use of the allocated grant.

The agreement between the Ministry of Education and Science of the Russian Federation and the organization is accompanied by an agreement between this organization and a young scientist defining the obligations of a young scientist to conduct scientific research in accordance with the work plan and submit, at the end of the next stage of scientific research, reports on the expenditure of funds (financial reports), scientific reports, as well as other obligations related to the use of the grant.

12. This Notice and Instructions are posted on the websites of the Ministry of Education and Science of Russia (Ministry of Education and Science.RF) and FGBNU Research Institute of RINCCE (grants.extech.ru ).

Applications for participation in the competition are submitted (uploaded) in electronic form on the specialized website of the RSCCE Research Institute (grants.extech.ru ).

Registration and filling in the interactive forms of the tender application on the specialized website of the RSCCE Research Institute are mandatory. At the end of the process of filling in interactive forms, you need to download the application, print it out, issue the necessary signatures and seals, then scan and attach it electronically on your personal page by 16:00 Moscow time on October 25, 2013.

In accordance with the requirements of the Instructions, it is necessary to prepare a cover letter from the organization presenting the works of young Russian scientists – candidates of sciences and (or) young Russian scientists – doctors of sciences for the competition, which must be sent by mail (or delivered by express) in a sealed envelope (the recipient and sender addresses are downloaded from the website) with the condition that it It will be received by the RSCCE Research Institute by 16: 00 Moscow time on October 25, 2013 at the address: 123995, Moscow, GSP-5, Antonova-Ovseenko str., 13, p. 1.
