Presidential grants for young scientists

The Federal Agency for Science and Innovation, together with the Council for Grants of the President of the Russian Federation for state Support of Young Russian Scientists and for state support of leading scientific schools, announces competitions in 2009 for the right to receive grants from the President of the Russian Federation for state support of young Russian scientists – candidates of sciences (competition – MK-2009) and young Russian scientists – doctors sciences (competition – MD-2009). The subject of the competitions is the right to receive grants from the President of the Russian Federation for state support of young people (up to 35 years old) Russian scientists – candidates of sciences, young (under 40 years old) Russian scientists – doctors of sciences (hereinafter – grants).

Russian scientific and educational organizations, as well as organizations engaged in the production of scientific and technical products (regardless of departmental affiliation) and having labor relations with a young Russian scientist - candidate of sciences and (or) a young Russian scientist – doctor of sciences can take part in the competitions. If a young scientist needs an additional experimental base or it is necessary to create other conditions for conducting scientific research, then, in agreement with the Federal Agency for Science and Innovation, third-party organizations that ensure the creation of such conditions may be involved in the work.

The works of young Russian scientists are submitted to the competitions in the form of an application for participation in the competition.

Contests are held:The MK competition is for state support of scientific research conducted by young Russian scientists – candidates of sciences, whose age at the end of the grant does not exceed 35 years.

Works related to the development of the topics of PhD theses, characterized by significant scientific novelty, testifying to the significant contribution of young scientists to the development of science and technology and their creative talent, as well as related to the preparation of doctoral dissertations, can be submitted to the competition.

MD competition is for state support of scientific research conducted by young Russian scientists – doctors of sciences, whose age at the end of the grant does not exceed 40 years. Works related to the development of the topics of doctoral dissertations can be submitted to the competition.

The work (with the exception of expeditions) must be carried out on the territory of the Russian Federation for a period of at least 3/4 of the duration of each stage.

The participant of the competition has the right to submit several competitive applications according to the number of young Russian scientists – candidates of sciences and doctors of sciences (hereinafter referred to as grant applicants). Each grant applicant has the right to submit their work only within the framework of one competitive application.

Participants of the competition and co-executing organizations must necessarily have the necessary equipment, other material and technological capabilities, a positive reputation, fulfill obligations to pay taxes to budgets of all levels and mandatory payments to state extra-budgetary funds, must be solvent, not in the process of liquidation, reorganization, bankruptcy. Organizations whose property has been seized and (or) whose economic activity has been suspended cannot be participants in the competition and co–executing organizations.

Grants are allocated for a 2-year period to finance the costs of conducting fundamental and applied scientific research in priority areas of development of science, technology and engineering of the Russian Federation in the following areas of knowledge:• (01) Mathematics and Mechanics.

• (02) Physics and Astronomy.
• (03) Chemistry, new materials and chemical technologies.
• (04) Biology, agricultural sciences and technologies of living systems.
• (05) Earth Sciences, Ecology and Environmental Management.
• (06) Social Sciences and Humanities.
• (07) Medicine.
• (08) Technical and Engineering sciences.
• (09) Information and telecommunication systems and technologies.
• (10) Military and special technologies.

The amount of the grant of a young scientist – candidate of sciences is 600 thousand rubles per year, including payment for his work and the work of co-executors. The number of co-executors should include at least 1 young scientist, student, graduate student. The amount of remuneration of the Candidate of Sciences and his co-executors may not exceed 360 thousand rubles per year.

The amount of the grant of a young scientist – doctor of sciences is 1 million rubles per year, including payment for his work and the work of co-executors. The number of co-executors should include at least 3 young scientists, students, postgraduates. The amount of remuneration of the Doctor of Sciences and his co-executors may not exceed 600 thousand rubles per year.

The remuneration of a young scientist at the expense of a grant is carried out in excess of the salary established for a young scientist by the organization with which he is in an employment relationship.

Based on the results of an independent examination of the works submitted to the competitions, the Council for Grants of the President of the Russian Federation for state support of Young Russian Scientists and for state support of leading scientific schools of the Russian Federation prepares proposals for determining the winning works of the competition. The Competition Commission of Rosnauki on grants of the President of the Russian Federation for state support of young Russian scientists and on state support of leading scientific schools of the Russian Federation considers the proposals prepared by the Council and determines the winning works of the competitions. The lists of the winners of the contests will be published in the newspaper "Search" and posted on the websites of Rosnauki and the Federal State University of the Research Institute of the Russian Academy of Sciences in August 2009.

The Federal Agency for Science and Innovation, the organizer of the competitions, enters into agreements on the terms of use of the grant with the winning organizations participating in the competition. The agreement between the Federal Agency for Science and Innovation and the organization is accompanied by an agreement between this organization and a young scientist defining the obligations of a young scientist to conduct scientific research in accordance with the work plan and submit, at the end of the next stage of scientific research, reports on the expenditure of funds (financial reports), scientific reports, as well as other obligations related to using the grant.

Registration and filling out of all interactive forms of the tender application on the website of the Federal State University of Research Institute of RSCCE are mandatory.

Competitive applications must be sent by mail (or delivered by express) in a sealed envelope marked "For the competition – Grants of the President of the Russian Federation to young Russian scientists" with the indication of the competition code (MK-2009 or MD-2009).

Acceptance of documents – until July 20, 2009.

Instructions to the participants of the competitions on the preparation of the concus application are posted on the website of the Federal Agency for Science and Innovation.

Registration of young scientists – grant applicants is available on the website of the Grants Council of the President of the Russian Federation.
