Open contests in thematic areas for small businesses within the framework of the "Start-2011" programThe Fund for Assistance to the Development of Small Forms of Enterprises in the Scientific and Technical Sphere (hereinafter referred to as the Fund) announces the holding of open competitions in thematic areas for small businesses within the framework of the "Start-2011" program.

In accordance with the provisions of the statutory documents of the Fund for the Promotion of Small Forms of Enterprises in the Scientific and Technical Field (hereinafter referred to as the Fund) on state support for small innovative entrepreneurship, as well as in order to facilitate the implementation of state innovation programs:

• commercialization of developments carried out in state scientific and educational organizations and implemented by enterprises established in accordance with Federal Law No. 217-FZ of August 02, 2009;
• development of innovative activities at universities using the infrastructure created by the Decree of the Government of the Russian Federation No. 219 of April 09, 2010;
• development of innovation activity in Russia within the framework of the Skolkovo project

The purpose of the program is state support for small innovative enterprises seeking to develop and master the production of new goods, products, technologies or services using the results of their scientific and technological research, which are at the initial stage of development and have great potential for commercialization. The initial stage of development means that a small enterprise has existed for no more than 2 years and has not yet started selling products (the lack of sales means that it does not exceed 0.3 million rubles per year).

Please note that, unlike previous years' contests, applications will be accepted only from existing small businesses.

The projects are selected on a competitive basis, the selection criteria are presented in the tender documentation.

The program is designed for three years (stages).

Financing in the first year is provided for research and development (R&D), which will allow the company to remove a significant part of the risks of potential investors.

The transition to the second stage of R&D financing is also carried out on a competitive basis. One of the main criteria for selecting projects for the second stage is to attract funds for the implementation of the project from extra-budgetary sources, that is, two options are possible: either the Fund co-finances the project together with an extra-budgetary investor (the option of attracting extra-budgetary investors) or co-finances the project jointly with the enterprise (the option of self-development). The second case relates to a situation when an enterprise either has not found an investor, or considers it impractical to develop by attracting investor funds, but has managed to start selling its products within a year.

*H1 - information technologies, software products and telecommunication systems
  H2 - medicine, pharmacology, biotechnology for medicine H3 - chemistry, chemical technologies, new materials, construction

  H4 - electronics, instrumentation, mechanical engineering
  H5 - biotechnology, agriculture, food industryApplications will be submitted through the Fund system (Internet address – www.fasie-online.ru ) within the time specified in the table.

Please note that in accordance with the current legislation, the winners of the competition must conclude state contracts with the Fund within 20 days from the date of publication of the protocol of evaluation and comparison of applications.
