The Minister of Science and Higher Education plans to get Russia into the top 5 scientific powers of the world in five years

ha-ha.jpgThe Minister of Science and Higher Education held a large press conference in which he outlined the main vectors of the work of the new ministry.

"We expect to enter the top five scientific powers in five years," the minister said at a press conference on October 10.

The result of the implementation of the national project should be a qualitative breakthrough. To do this, in particular, it will be necessary to at least double the number of scientific publications of Russian scientists by 2024 – today, according to Kotyukov, we are ranked 11th in the world by this indicator.

Financing of the national project is provided in the amount of 404 billion rubles. However, the minister noted, this figure is not final: the ministry plans to take a number of steps to attract business to the implementation of tasks. "Of course, we do not expect business to invest in fundamental research, but companies are really interested in new technologies and applied solutions," the minister said. At the same time, there are some successful examples of interaction between academic science, universities and industry already today, Kotyukov believes. Moreover, contrary to popular belief, it is not only about the development of natural sciences. The priorities of the implementation of the strategy of scientific and technological development also include social and humanitarian areas.

Mikhail Kotyukov noted that when developing the national project "Science", serious emphasis is placed on the availability of specific and measurable indicators of its effectiveness. For this purpose, the task has even been set to finalize the forms of state statistical observation.

The Ministry, according to Kotyukov, actively cooperates with the Russian Academy of Sciences in the development of the national project. Although the reform of the Russian Academy of Sciences has not yet been completed, positive changes can already be recorded today, including an increase in the number of publications of employees of academic institutions, rejuvenation of the personnel and management staff of the Academy, and an increase in the level of remuneration of scientists. "We are waiting for the RAS to become a truly supranational state organization," the minister said.

Among the most important specific tasks within the framework of the national project:

  • creation of at least 15 world-class scientific and educational centers based on the integration of universities and scientific organizations and their cooperation with the real sector of the economy;
  • creation of world-class scientific centers, including a network of international mathematical centers and genomic research centers;
  • updating at least 50% of the instrument base of leading scientific organizations;
  • development of a network of installations of the "megasience" class;
  • formation of an integral system of scientific personnel training.

The state does not plan to centrally engage in the popularization of scientific knowledge: according to Kotyukov, each specific scientific institution should be engaged in this work, and the issue of bringing the results of work to society should become a permanent issue on the agenda of each head.

Among the Ministry's plans for higher education is a change in the system of state accreditation. According to the Minister, it is necessary to move to regular monitoring of the effectiveness of universities.
