Biomedicine in Russia: the Prime Minister is optimistic

Medvedev hopes that the life expectancy of Russians will increase by 30 years

"Naturally, the effectiveness of the general treatment methodology depends on this, which means the health and lives of our citizens. Because experts believe (I don't know how reasonable these calculations are, but they are pleasant) that modern biomedical technologies allow us to create real prerequisites for increasing life expectancy by 30 years. It would be nice if this happened during our lifetime," Medvedev said.

According to the Prime Minister, the pharmaceutical market of Russia, according to experts, is estimated at 670 billion rubles last year, with 76% of sales accounted for imported medicines. In Russia in 2011, 18 medicines were registered, of which two are among the so–called breakthrough drugs - these are Neovasculgen and Perchlozon. But in general, in the world, as you know, not so many innovative drugs are registered per year – 10, 15, 20. "It is gratifying that this year we have already issued almost 2.8 thousand patents for inventions in the medical field. Of these, the copyright holders of 2 thousand patents are Russian structures and Russian individuals and 770 are foreign structures and individuals," Medvedev said.

According to him, within the framework of several federal targeted programs, almost 10 billion budget funds were allocated for the development and introduction of innovative products and technologies into the domestic healthcare system in 2011-2012.

"An important area," Medvedev said, "is also the development of the potential of Russian higher education institutions, and this is a very sensitive topic for us today. The most successful was the promotion of cooperation between universities and industrial enterprises, as well as measures to attract leading specialists to higher education. In the areas of "Medical Equipment" and "Pharmaceuticals", more than 3.3 billion rubles were allocated for these purposes in 2010-1012. And in the future we will continue to finance these projects. In this case, more than 1 billion rubles are provided in this direction under the program for the development of national research universities."

As the Prime Minister noted, the biomedical cluster in Skolkovo has already been formed, a total of 156 participants have been attracted. 28 participants received grants in the amount of 1.5 billion rubles. Resident companies can already evaluate the services that are currently available at Skolkovo, including the possibilities for filing applications for patent registration: 11 patents are registered in Russia, two patents are registered under the Patent Cooperation Treaty system and one patent is registered with us under the Eurasian Patent Office.

"A lot, of course, will depend on those financial institutions, development institutions that are engaged in these projects. I mean VEB, RVC, Rusnano, the Fund for the Promotion of Small Enterprises in the Scientific and Technical Field. The total volume of investments in projects in the areas of "Medical Equipment" and "Pharmaceuticals" also already amounts to a fairly significant amount – 41 billion rubles," Medvedev said.

"In order to meet modern innovation standards, we need to develop infrastructure, create modern laboratories, research and information centers (I hope all this will happen in Skolkovo), encourage entrepreneurs who, naturally, rely on new technologies, and attract the best scientific and engineering personnel to solve relevant tasks. These are the plans," the prime minister said.
