Innovations at the meeting
According to the press service of Vnesheconombank, the next meeting of the Working Group on the Implementation of a multilateral Agreement on Cooperation between Development Institutions in the Field of Ensuring Continuous Financing of Innovative Projects was held at Vnesheconombank under the chairmanship of Mikhail Kopeikin, a member of the Management Board - Deputy Chairman of Vnesheconombank.
At the meeting of the working group, the main results of the implementation of the Agreement in 2010 were summed up.
The participants of the meeting noted that the main source of the formation of the "flow of projects" is currently the Fund for the Promotion of Small Forms of Enterprises in the Scientific and Technical Field, which is largely explained by the attractiveness for applicants of the applied form of support - irrevocable (grant) financing.
Thus, more than 20 projects of the Fund were supported by Rosnanotech Group of Companies and Russian Venture Company OJSC. The total estimated volume of investments in these projects exceeds 15 billion rubles.
In order to increase the "flow of projects" passing through various "floors of the innovation elevator" and create mechanisms for their support at all stages, the meeting participants decided to form an information base on all projects supported by development institutions.
In the near future, proposals will be prepared on mechanisms for further work with projects rejected due to their non-compliance with the specific investment requirements of each development institution (for example, the absence of a nanotechnology component, etc.), including the possibility of attracting private investors to the implementation of such projects.
Representatives of the Development Fund of the Center for the Development and Commercialization of New Technologies "Skolkovo" and the National Association of Business Angels also spoke at the meeting of the Working Group. It is planned that the Skolkovo Foundation, as a development institute, will soon become a member of the Agreement and will become an integral part of the Innovation elevator.
The members of the Working Group supported the proposal to hold a meeting of the Coordinating Council in April 2011, which includes the top officials of the organizations participating in the Agreement, on key issues in the field of forming a well–functioning system of commercialization of scientific and technical activities in Russia and consolidating the efforts of development institutions to financially support the innovative sector of the economy.
