IV St. Petersburg Innovation Forum: results and conclusions

On September 28, in St. Petersburg, Lenexpo hosted the opening of two significant forums at once: the IV St. Petersburg International Innovation and the Russian Industrialist. The event is attended by Russian and foreign representatives of government, business, public organizations and unions.


During the opening ceremony, the Vice-Governor – Head of the Administration of St. Petersburg, Mikhail Oseevsky, noted that "for 4 years, the Innovation Forum has gained stability, has become respected and solid, more and more companies participate in it every year. Here everyone can find partners, share ideas. This year we are holding it together with the Republic of Tatarstan, which, like St. Petersburg, is the leader of innovative development in the country."

In just three days of the Forums, about 10 agreements and memoranda were signed, about 70 congresses and round tables were held.

1) Agreement between the members of the NP "North European Space Consortium"

Today, within the framework of the St. Petersburg International Innovation Forum, an agreement was signed between enterprises, institutions and organizations-members of the NP "North European Space Consortium" on the creation of a space cluster in the city. Agreements were also signed between NP SECK and LLC "Vestcom" and NP SECK and NP "St. Petersburg Organization of Business Angels" on the creation of a property complex on the territory of the SEZ "Novoorlovskaya" in St. Petersburg. To organize on its basis a technopark of enterprises-manufacturers of space technology, technologies and services, as well as the organization of interaction on the examination and commercialization of innovative technologies identified within the framework of the activities of NP SECC.

2) Declaration between representatives of the Skolkovo Foundation and rectors of key Russian universities

Representatives of the Skolkovo Foundation, together with rectors of key Russian universities, and signed a Declaration on the establishment of the Association of Entrepreneurial Universities of Russia. According to the plan, the Association will unite all sources of modern knowledge, and will also contribute to the development of skills and competencies that industry and innovative business need.

3) Cooperation Agreement between Ingria and Idea-South-East

Within the framework of the St. Petersburg Innovation Forum, a cooperation agreement was signed between the Ingria Technopark and the Idea-South-East Innovation and Production Technopark (Republic of Tatarstan). The event was also attended by the Minister of Economy of the Republic of Tatarstan Midhat Shagiakhmetov and Chairman of the Economic Development Committee Yevgeny Elin. The agreement will form the basis for creating a convenient interregional channel for technology transfer between the two regions and the implementation of joint projects.

4) Memorandum of Cooperation between the Government of St. Petersburg and General Motors CIS LLC

The memorandum provides for cooperation in industrial, scientific, technical and research fields. This joint project is a landmark for St. Petersburg, not only because it allows us to qualitatively expand the boundaries of the automotive industry of the city, but also to open fundamentally new demand markets for innovative products of St. Petersburg.

5) Agreement on the creation of a shipbuilding cluster between the city government and the United Shipbuilding Corporation

The document was signed by Governor Georgy Poltavchenko and USC President Roman Trotsenko. As Georgy Poltavchenko noted during the signing ceremony of the agreement, the shipbuilding industry is actively developing in St. Petersburg today, our enterprises produce both modern civil vessels and warships. The priority for the city remains the construction of a shipbuilding complex on Kotlin Island.

As Roman Trotsenko clarified, one of the first steps in creating a shipbuilding cluster will be the organization of an engineering center for the design and organization of production of marine equipment that will be used for the development of the Arctic. In total, about 200 enterprises engaged in shipbuilding and the production of components will be located in St. Petersburg within the cluster. "These will be enterprises aimed at import substitution of equipment that has not yet been produced in Russia," the head of the company said.

6) Cooperation agreement between the Government of St. Petersburg and the limited Liability Company "1C"

1C LLC has a powerful block of methodology and standards, which will be indispensable in the formation and formation of the St. Petersburg information technology cluster. 1C LLC is ready to consider the possibility of creating a Software Development Center in St. Petersburg aimed at implementing training programs for IT cluster members, as well as participating in the implementation of the project for the development of an electronic monitoring system for key technological competencies.

7) Agreement on mutual cooperation between St. Petersburg and JSC "Russian Venture Company" in the field of innovation development in Russia

1) An IT Academy will appear in St. Petersburg

The growth of the IT industry in St. Petersburg is hampered by inadequate training and lack of consideration of the needs of the city in specialists in this industry. These gaps should be filled by the Academy of Postgraduate IT Education, which is created by the leading IT companies of the Northern capital.

The new educational center plans to use the experience of professional development in the field of healthcare in its work. APO will be engaged in retraining university graduates and IT specialists, in accordance with international programs, prepare personnel for the St. Petersburg IT market "to order", as well as engage in the certification of "computer" specialists.

2) St. Petersburg will receive the status of an innovative region for the further development of the pharmaceutical cluster

This issue was discussed at the meeting of the coordinating council for the development of the pharmaceutical cluster, which took place within the framework of the IV International Innovation Forum. The meeting was attended by the Governor of St. Petersburg Georgy Poltavchenko.

He noted that the development of the pharmaceutical cluster is of great importance for the city. The city government will continue to provide medical and pharmaceutical companies entering the St. Petersburg market with assistance and support in business development.

The governor supported the idea of giving the city the status of an innovative region and instructed the relevant committees to create a working group for a detailed study of the issue.

During the formation of the pharmaceutical cluster in St. Petersburg, 13 projects have already been initiated with a total investment of more than 29 billion rubles. More than two thousand jobs will be created in St. Petersburg to support their activities.

Business program

On the first day of the forum, a round table "Entrepreneur – the central figure of the innovative economy" was held. The participants focused on the problem of state support for the innovative economy, this is done in the country by people who have no idea what an innovative business is.

Also during the discussion, a particularly topical topic of "brain drain" was touched upon. As a result, the participants of the round table came to the conclusion that "it doesn't matter that the brains are leaking, the main thing is that they come back. And now such a process, albeit slowly, is going on.

Leonid Ivanovsky, the head of Baltauditexpertconsulting, offered his research data to the participants of the round table "Industry and Industrial Policy". St. Petersburg ranks 5th in Russia. But the total volume of investments in St. Petersburg is 55 times lower than in Moscow, 5 times lower than in Tyumen, three times lower than in the Sakhalin region and two times lower than in the Belgorod region. "And all because," the expert concludes, "there is a misunderstanding of the role of industry in the development of the city. A Concept for the development of St. Petersburg's industry was developed last year, but it has not yet been approved."

The key events of the business program were the plenary sessions "Personnel for the innovative economy" and "Innovative strategies for territorial Development".

Thus, according to the speakers at the first plenary session, today in Russia only a small number of graduates can meet the requirements of modern employers.

According to Mikhail Kovalchuk, director of the Kurchatov Institute Research and Development Center, convergence of sciences and technologies is necessary, and university training should be interdisciplinary, since now different kinds of personnel are needed, their shortage is a colossal problem of the Russian economy. Mikhail Kovalchuk also noted that it is worth understanding that the problem of personnel for the innovative economy has a sectoral and territorial aspect.

Midhat Shagiakhmetov, Minister of Economy of Tatarstan, spoke about the situation with innovative personnel in the Republic. One of the main problems, in his opinion, is the lack of communication between science and business. Innovative enterprises are being created in Tatarstan around universities, but, according to Midhat Shagiakhmetov, there is not enough perseverance, some other factors for their successful development.

The plenary session "Innovative Strategies of Territorial Development" was opened by Dmitry Kozak, who noted the importance of the International Forum not only for St. Petersburg, but also for other regions of the country. The Deputy Prime Minister of the Russian Federation stressed that innovative development is an absolute priority for the country.

He also noted the importance of the housing and utilities sector for innovation: "Urban economy is an untilled field for innovation. It is very important to create conditions for subjects to embark on an innovative path of development. Translation to it is based primarily on private initiative. The main mission of the state is to create a comfortable infrastructure for innovative development. Territorial planning should be transparent and public. In St. Petersburg, it is necessary to combine an innovative approach to urban planning and a careful attitude to cultural heritage. At the same time, the city can become a pioneer of innovative development, since it has the best personnel and its own traditions. Excessive concentration of economic potential, for the most part, in St. Petersburg and Moscow is an abnormal situation, this causes distortions that threaten economic and social problems."

The meeting also discussed ways to develop transport, engineering and social infrastructures of the urban environment, the possibility of creating a "smart city" with the aim of minimizing the use of resources and achieving the maximum level of comfort.

At the conference "Evolution of Robots: from Industry to everyday life", participants tried to predict the development of robotics in Russia in the coming years on the basis of world and Russian experience and identify factors that hinder their development, as well as give a clear answer to the question of what prerequisites are necessary for the rapid development and commercialization of various areas of robotics.

The key event of the third day of the forum was the round table "Development of the automotive industry. Investment. Localization. The latest technologies: the car of the future – gasoline, gas, hybrid, electric?"

The round table brought together the heads of the largest car assembly enterprises, as well as representatives of the city administration. They discussed trends and directions of innovative development of the global automotive industry, identified the potential and practical features of doing business in the supply of components by automotive enterprises.

The main issue of the discussion was the car of the future, what it will be like, what types of fuel will be used, how the main global problems will be solved – the problem of non-renewable resources, the environmental problem.

The discussion took place in three main directions. The first of them is a discussion of the development of the automotive industry, as well as the latest technologies. The second is investment in Russian industry (production clusters, competitiveness, government support measures). The third is localization, the willingness of local suppliers to produce innovative products for the automotive industry, business development in the field of automotive components production.

Exhibition program

Within the framework of the Forum, the winners of the Competition of Innovative projects of graduates of the Presidential Management Training Program were awarded. Vice-Governor of St. Petersburg Mikhail Oseevsky presented diplomas to the winners of the Competition.

The E-mobile concept car also premiered at the forum. In addition to the innovative electric car, the developers presented the well-known E-van and the new E-crossover.
