Innovations – to the regions of Russiai-russia based on the materials of PRIME-TASS
The formation of conditions for comprehensive modernization and the mechanisms of innovative development of the regions became the main topics of discussion of the last II Forum of the Regions of Russia: "Innovative model of development".
Moderator of the plenary session, member of the Commission on Modernization and Technological Development of the Russian Economy under the President of the Russian Federation A. Auzan, opening the II Forum of the Regions of Russia, outlined the main directions of the Commission's work and noted that the process of discussing ways of innovative development of the economy today has become as open as possible, including at the level of executive and legislative authorities.
Deputy Minister of Economic Development of the Russian Federation O. Fomichev in his speech elaborated on the draft strategy of innovative development of Russia until 2020, prepared by the Ministry of Economic Development of the Russian Federation. He noted that a special role in the document is assigned to the development of innovations in the regions.
According to O. Fomichev, active support of innovations on a national scale through federal policy instruments, development institutions, financial support, tax and technical regulation should be supplemented by the regional level. The existing draft strategy assumes support for both regions that have taken place in the innovation plan, and those where innovations are insufficiently present. O. Fomichev called on all participants of the Forum to actively engage in the process of discussing the strategy.
Executive Director of the Association of Innovative Regions of Russia I. Bortnik pointed out to the Forum participants that it is the regions that are considered worldwide as engines of innovation and development of the whole country. Coordinated actions of the government, business, science, education, financial organizations and the media are the most powerful tool for stimulating the development of innovative activities in the regions, the speaker said.
The President of the National Medical Chamber, an expert in the field of healthcare L. Roshal touched upon the problems of the medical industry in Russia in his speech. He focused the audience's attention on the fact that the introduction of innovations in the field of health protection should be preceded by its modernization, as well as a sharp increase in funding. Professor Roshal suggested focusing on replication of successful experience and development of human capital in healthcare.
The Assistant to the Plenipotentiary Representative of the President of the Russian Federation in the Volga Federal District M. Kankulov, Deputy Chairman of the Government of the Saratov Region A. Zhandarov, member of the Presidential Council for Science, Technology and Education K. Scriabin, Deputy Chairman of the State Duma Committee on Financial Market L. Pepelyaeva also shared their vision of the prospects for innovative development of the regions with the participants of the Forum.
Speaking during the expert debate "Foreign Investments in the economy of regions", Director of the Department of Investment Policy and Development of the PPP of the Ministry of Economic Development of the Russian Federation S. Belyakov noted the importance of the inflow of foreign investment in innovative projects of the economies of the regions of Russia. During the discussion, representatives of a number of regions shared their experience in attracting foreign capital.
Who took part in the work of the expert platform "Roads of modernization. Logistics of success" Chairman of the RF CCI Committee on Transport and Forwarding V. Efimov addressed the problem of modernization of the transport complex of Russia in his speech. He made a number of proposals for the introduction of intelligent transport systems, focusing on the need to improve the current legislation in this area.
The Forum also included a round table "The North Caucasus – development through modernization of the economy, infrastructure and management", a Connect forum "Municipal Informatization of Russia", a Professional Community, a meeting of medical business practitioners "Innovations for Health", an expanded meeting of the subcommittee on energy efficiency and renewable Energy of the Committee on Energy Policy and Energy Efficiency of the RSPP and a working groups on energy supply, energy efficiency and energy conservation of the Public Chamber of the Russian Federation. The event ended with a master class "How to prepare a project for investment by RVC funds".
The event was attended by representatives of all federal districts, many regional administrations and municipalities. The session "Presentations of regional investment projects" aroused particular interest among the Forum audience. Nine investment projects were reviewed during the session and more than three dozen passports were included in the Bank's catalog of projects for further consideration by the financial and banking community. The Forum participants noted that meetings at such discussion platforms contribute to the removal of barriers in the interaction of government, business and the expert community.
