Russia is promised a fantastic development of biomedicine

The Ministry of Health will submit to the government a strategy for the development of biomedicine in the Russian Federation

The strategy for the development of biomedical science in Russia will be submitted to the Government of the Russian Federation in December 2012, Health Minister Veronika Skvortsova said on Tuesday, speaking at a meeting on innovative development of medicine with the participation of Russian Prime Minister Dmitry Medvedev in Skolkovo.

"In 2012, the Ministry of Health, together with other federal executive authorities and representatives of the general scientific community, is developing a strategy for the development of biomedical science in our country. In December of this year, the strategy will be submitted to the government of the Russian Federation," Skvortsova said.

According to her, in the coming years, scientific and educational clusters will be created in Russia on the basis of 12 leading universities, which will strengthen the scientific school of the country.

In addition, the strategy involves the creation of unified state priorities in the field of biomedicine in the Russian Federation, the formation of a favorable innovation environment, technological renewal of scientific infrastructure, the introduction of program-targeted financing of projects in medical science, as well as the opening of an Intellectual Property Fund.

Biomedicine is a branch of medicine that studies from a theoretical standpoint the human body, its structure and function in norm and pathology, pathological conditions, methods of their diagnosis, correction and treatment.

The law on biomedical products is being prepared for submission to the government

The draft law on biomedical cell products developed by the Ministry of Health of the Russian Federation is currently being prepared for submission to the government, Russian Health Minister Veronika Skvortsova said on Tuesday at a meeting on innovative development of medicine in Skolkovo with the participation of Russian Prime Minister Dmitry Medvedev.

Earlier it was reported that the document was submitted for public discussion. The draft law "enshrines the basic principles in the application of biomedical cell technologies: legality, respect for human dignity, voluntary participation of patients in clinical trials of a cell product, a ban on the use of biomedical cell technologies for human cloning." According to this document, cells received from a patient (donor) cannot be items of sale or other commercial transactions.

"The draft law on the circulation of biomedical cellular products has been finalized, without the introduction of which it is impossible to use cellular and tissue products in practical medicine. The bill is currently being prepared for submission to the government," the minister said.

The bill establishes that in Russia only biomedical cell technologies are used that have passed state registration based on the results of biomedical expertise and ethical expertise, and a register of these technologies is maintained, the agency notes. According to the draft law, only medical workers who have received additional education on the use of cellular products in the scope and procedure established by the authorized federal executive authority will be able to treat patients with the use of cellular products.

The bill is also based on a ban on patenting technologies using human embryo cells.

Russia may become a leader in the field of biomedical products by 2016

Russia can reach the forefront in the world in creating innovative medical products by 2016, Russian Minister of Health Veronika Skvortsova said at a meeting on innovative development of medicine in Skolkovo with the participation of Russian Prime Minister Dmitry Medvedev.

Several areas of biomedical cell technologies are already ready for launch in the near medium term, the Minister noted.

"Of these breakthrough technologies, six areas can be identified, the implementation of which will allow us to obtain prototypes of innovative products that have no analogues in the world by 2016. This is the identification of tumor markers based on complex molecular genetic technology, thanks to which Russia can become the first country in the world where effective molecular diagnostics and monitoring of malignant tumors will become available on a nationwide scale," she said.

The second is the creation of nanotransporter modules for the treatment of currently incurable types of cancer, such as carcinoma, melanoma, glioblastoma. The third is the creation of a multi–strain anti–influenza drug, the fourth is the creation of a vaccine against tuberculosis based on genetic engineering, including for people with low immunity, Skvortsova added.

"In addition, such a direction as the creation of innovative combined cellular products for the restoration of tissues and body functions, including from the human body's own cells: bone, cartilage, skin, cornea, deserves attention. And also the transition to the creation of organs from human own cells: esophagus, trachea, liver, urethra," said the head of the Ministry of Health of the Russian Federation.
