The meeting began with a discussion of the topic name, and then smoothly flowed into the definition of a pharmaceutical cluster as such.
"Currently, there are very few classical clusters in which all the points listed above would be combined. In my opinion, the most advanced regions in cluster construction are the Yaroslavl and Kaluga regions, and St. Petersburg. These are exactly the areas where there are real development movements. Now there is an acute problem of selecting qualified specialists and the ARFP understands this, in part, it is for this that we are implementing the student pharmaceutical Olympiad, which allows us to identify the most promising and successful students, but not only university training is important, but also postgraduate education," V.A. Dmitriev commented.
P.V. Medvedev, 1st Deputy General Director of CJSC PharmFirma Sotex, also believes that qualified personnel is the most important problem of the modern pharmaceutical industry. That is why one of the main tasks of pharmaceutical clusters is educational activity – training of personnel for residents of the pharmaceutical cluster and the domestic pharmaceutical industry as a whole. The pharmaceutical cluster "Severny", which includes the GC "Protek" (CJSC "PharmFirma "Sotex" represents the production segment of the pharmaceutical holding) has a well-established system of training and training of personnel on the basis of the Moscow Institute of Physics and Technology. Defining the pharmaceutical cluster, he noted that this is a mechanism for implementing the Pharma 2020 strategy, which is designed to reduce Russia's dependence on imports of medicinal raw materials and drugs by creating modern domestic production. "Unfortunately, today the share of domestic substances used in production is only 2%, the share of local products does not exceed 22% in value terms. We must do everything possible to change the current situation and significantly improve the competitiveness of our products," Mr. Medvedev stressed.
S.V. Smirnov, Chairman of the Board of Directors of Novo Nordisk, believes that a comprehensive approach is needed in the creation of pharmaceutical clusters. Direct investment in the country's economy is not only the localization of production. This is a holistic concept aimed at modernizing the entire process from fundamental research and clinical research, to obtaining medicines and bringing them to the final consumer. This is necessary for a qualitative innovative breakthrough, for the successful solution of ambitious tasks set in the Pharma 2020 program. Thanks to this program, the number of companies willing to participate in its implementation has already increased. Therefore, ready–made infrastructure and support of the regional administration, as is the case in the Kaluga Region, are a very important factor contributing to attracting investment. Undoubtedly, such projects are extremely important for Russia, since they ensure the availability of modern, high-quality, and optimal-priced products. Modernization is a kind of categorical imperative and it should become a conscious necessity, since it ensures the realization of every person's rights to a decent quality of life.
Today, many people are asking the question that a pharmaceutical cluster is, in part, a kind of localization system for foreign companies on Russian soil and the question is whether our country needs such localization when it comes to developing the competitiveness of domestic drugs.
Summing up the discussion, we still determined that pharmaceutical clusters are a good initiative in the development of the domestic pharmaceutical industry, that this is an additional positive element that is a good impetus for the rise of the domestic pharmaceutical industry, and that it is really possible and necessary to use the resources of the region in which the cluster is being built.
