Forty-two research teams have won the fourth open competition for grants from the Government of the Russian Federation for state support of scientific research conducted under the leadership of leading scientists.

In 2010, the Government of the Russian Federation established grants of a particularly large size designed to attract world-renowned scientists to Russian scientific and educational centers, including our compatriots living abroad.

These grants, called "megagrants", were supposed to ensure the creation of research teams capable of competing with the world's leading laboratories and obtaining world-class scientific results. Their holders undertook to widely involve students, postgraduates and young scientists in research and thereby contribute to the influx of talented young people into the field of education, science and high technology.

The composition of the formed research team should include: at least two candidates of sciences, at least three graduate students and three students studying at the university on the basis of which the scientific research is conducted; or at least three candidates of sciences and at least four graduate students studying at the scientific organization on the basis of which the scientific research is conducted.

The holders of mega-grants are determined in an annual open competition, which can be attended by scientists of any nationality and age who occupy leading positions in their field of research (natural and exact sciences; engineering and technology; medical sciences and health sciences; agricultural sciences; social sciences; humanities). According to the terms of the competition, its participants must indicate the scientific or educational institution of Russia in which the research will be conducted, and the scientist should not have worked there before.

Another important condition is the mandatory personal management of the laboratory and the ongoing scientific research for at least four months a year. A leading scientist has the right to participate in only one grant, but the number of grants implemented on the basis of one university or scientific organization is not limited.

Recently, the Grants Council of the Government of the Russian Federation named 42 scientists - winners of the fourth open competition for grants in the amount of up to 90 million rubles each for conducting scientific research during 2014-2016 with a possible extension for two years. A prerequisite is that universities and scientific organizations attract extra–budgetary funds in the amount of at least 25% of the grant amount.

In total, 503 applications were received from representatives of more than 40 countries, citizens of the Russian Federation submitted 203 applications.

Among the winners, 19 scientists have Russian citizenship (including 11 who have dual citizenship). Among foreign scientists, six have German citizenship; three have Italian citizenship; two citizens have been delegated by the USA, France and the Netherlands; one citizen each – Great Britain, Greece, Mexico, Norway, Switzerland, Sweden, Japan, Italy and the USA.

The winners will conduct scientific research on the basis of 23 Russian universities and 13 scientific institutions. Moreover, five universities (St. Petersburg State University, Siberian Federal University, Kazan National Research Technical University named after A.N. Tupolev - KAI, National Research Tomsk Polytechnic University and Nizhny Novgorod State University named after N.I. Lobachevsky) and the Institute of Applied Physics of the Russian Academy of Sciences won two grants each.

The winners were distributed by region as follows: Moscow and St. Petersburg - eight winners each; Nizhny Novgorod – four winners; Novosibirsk and Tomsk regions – three winners each; Moscow and Sverdlovsk Regions, Krasnoyarsk Territory and the Republic of Tatarstan – two winners each; Altai, Perm and Primorsky Territories, Kaliningrad, Rostov, Saratov, Ulyanovsk and Chelyabinsk regions – one winner each.

In scientific areas, the most grants in the technical and technological direction are twelve; physicists have received eight grants. Earth sciences, biology, medical biotechnology, chemistry, computer and information sciences received three grants each; mathematics – two.

One grant was received in medicine, history, economics, psychology and forestry.
