Russian Prime Minister Dmitry Medvedev has signed an anti-doping decree approving a list of substances and methods that are prohibited in Russian sports. He stated this at a government meeting.

"I have signed a decree that approves a list of substances and methods that are prohibited for use in sports. We are talking about doping and unfair competition, about situations when an athlete is persuaded to use prohibited substances, manipulated blood tests, illegal chemical actions, gene doping," Medvedev said.

According to the prime minister, the government's goal is to "reduce the risks of such violations, strengthen the responsibility of all those involved in this process," "And these are coaches, doctors, and specialists who participate in the training of athletes," Medvedev said. He recalled that last year amendments were made to the Criminal Code, criminal liability was introduced for inducing athletes to use doping and other illegal actions in this area. "Now we are approving a specific list of these substances and manipulations," Medvedev concluded.

According to the Cabinet's website, the list includes: prohibited substances, including anabolic agents, peptide hormones, growth factors and mimetics, hormones and metabolic modulators, as well as prohibited methods, including manipulations with blood and its components, chemical and physical manipulations and gene doping.

The decree published on the government's website lists prohibited substances on several pages, as well as describes the methods for which the ban has been imposed. In particular, the paragraph concerning gene doping states the prohibition of "the use of normal or genetically modified cells", as well as "the transfer of nucleic acid polymers" or their analogues.

Prohibited chemical and physical manipulations in the document are understood as intravenous injections in a certain volume, except in cases of providing necessary medical care. It is also prohibited "all forms of intravascular manipulations with blood or its components by physical or chemical methods", artificial improvement of oxygen transfer processes in the blood, the introduction of any amount of "autologous, allogenic (homologous) or heterologous blood or preparations of red blood cells of any origin into the cardiovascular system."

The law against inducement to doping

The law introducing criminal liability for inducing athletes to use doping was adopted in November last year. According to the document, the inducement of an athlete by a coach, doctor or other specialist to use prohibited substances or methods will be punishable by a fine of up to 300 thousand rubles with deprivation of the right to hold certain positions for up to 3 years.

The judge will also be able to impose a punishment in the form of restriction of liberty for up to 1 year. If a crime is committed by a group of persons by prior agreement against one or more underage athletes or with the use of violence or with the threat of its use, it will be punishable by a fine of up to 500 thousand rubles or imprisonment for up to 1 year. As an alternative punishment, the possibility of restriction of freedom for up to 2 years with a ban on working in certain positions for up to 4 years has been added.

A coach, doctor or other specialist in the field of physical education and sports, who gave an athlete "regardless of his consent" prohibited substances, will face a fine of up to 1 million rubles, or restriction of liberty for up to 2 years, or imprisonment for up to 1 year with a ban to work in certain positions or engage in certain activities for a period of up to 4 years old. If these crimes inadvertently result in the death of an athlete or other grave consequences, the perpetrator faces restriction of liberty for up to 3 years, forced labor for up to 3 years or imprisonment for up to 3 years. Also, the court may prohibit the convicted person from working in certain positions or engaging in certain activities for 5 years.
