Scientific sanctions

We are proud of our joint work, but we are stopping cooperation: how has the interaction of Russian and foreign scientists changed

It's no secret that scientific cooperation between Russian and foreign researchers has suffered greatly over the past week. Entire states and scientific institutes stop working together with Russian scientists. "XX2 century" has collected several examples.

1. The German Alliance of Scientific Organizations (German: Allianz der Wissenschaftsorganisationen) has ceased cooperation with Russian scientific institutions. The Alliance has released the document recommended stopping interaction with scientists and researchers from the Russian Federation, freezing current projects and not starting new ones.

2. On March 1, it became known that the Polish Ministry of Science and Education is stopping cooperation with Russia in the field of science and technology. TASS quotes the following words of the deputy head of the department Wlodimierz Bernacki:

"Firstly, we are terminating cooperation within the framework of the Joint Institute for Nuclear Research in Dubna near Moscow and the International Center for Scientific and Technical Information. Secondly, the Ministry of Education and Science terminates cooperation with Russia within the framework of the agreement between the Government of the Republic of Poland and the Government of the Russian Federation on cooperation in the field of science and technology, concluded on August 25, 1993."

3. Massachusetts Institute of Technology (MIT) plans to terminate cooperation with the Skolkovo Institute of Science and Technology. Now these research centers have about 10 joint projects. According to representatives of the Massachusetts Institute of Technology, despite the termination of cooperation, they are proud of the results of work with Skoltech.

4. German Academic Exchange Service (DAAD) She stated that academic exchange programs with Russia will be frozen. Now competitions for DAAD scholarships are canceled for Russians, and German residents, in turn, will not receive financial support for living and studying in Of Russia.

5. Some scientists say that scientific journals refuse to publish their works. So, the chemist Vadim Bataev told in Facebook about the refusal of the Journal of Molecular Structure to publish articles from Russian institutions. However, he later said that representatives of the Russian branch of the Elsevier publishing house contacted him and assured him that "they are not aware of events, that they do not agree with this, they will sort out the situation and try to change it."

According to Vadim Bataev, he really hopes "that it was someone's unweighted emotional decision." And it seems that he is right: a few hours ago, the editors of Elsevier scientific publications received a letter from Laura Hassink, managing director for Scientific, Technological and Medical Journals, stating that there are no sanctions against Russian authors yet and that editors are asked to follow the usual practice and "evaluate the intellectual content of the manuscript — without taking into account race, gender, sexual orientation, religious beliefs, nationality, citizenship or political philosophy of the authors".

Nevertheless, the fact remains that international scientific cooperation has suffered, and it is unknown what other sanctions await domestic science.
