Electronics of Russian healthcare

By 2020, every resident of Russia will have an electronic medical card

Recipe.RuThe Ministry of Health plans to complete the transition to electronic medical records by 2020.

This was told by the Minister of Health of the Russian Federation Veronika Skvortsova in an interview with ITAR-TASS.

The medical records of all Russians in electronic format will be stored on three secure servers (two working and one backup), which are equipped with a special system for protecting personal information, Skvortsova explained, adding that when a patient applies, medical institutions will be able to access his electronic card.

Answering the question about the cost of the new system, the head of the Ministry of Health stressed that "the planned and already allocated resources will be enough for normal operation, and no new costs will be required."

The introduction of the latest electronic technologies into healthcare will have a positive impact on improving the quality of medical care, Veronika Skvortsova is sure. In an interview, she noted that the electronic document management system will allow doctors to devote more time to communicating with the patient, rather than spending it on filling out paperwork. The minister cited data from a study by the Ministry of Health on the use of working time by doctors: "5.5 minutes are spent on direct communication with the patient, 5.5 minutes – on filling out paper cards, certificates, 3.5-4 minutes – auxiliary time (got up, sat down, washed his hands). In countries with a high level of healthcare development, a doctor spends 7-8.5 minutes to communicate with a patient. The electronic document management system will allow achieving these values, freeing up the doctor's time from filling out a huge number of documents," the minister explained.
