RUSNANO and Rospotrebnadzor signed a cooperation agreement

The document was signed by Anatoly Chubais, Chairman of the Management Board, CEO of the Russian Nanotechnology Corporation (RUSNANO), and the Head of the Federal Service for Supervision of Consumer Rights Protection and Human Welfare (Rospotrebnadzor) Gennady Onishchenko.

Within the framework of this Agreement, it is planned to provide mutual methodological and scientific and technical support in the issues of substantiation and confirmation of the safety of production, creation and application of nanotechnology and nanoindustry products. In particular, we are talking about the study of the impact of nanotechnology and nanomaterials on human health, the creation of scientific and methodological and regulatory and technical security for the use of nanotechnology and nanoindustry products, the formation of a unified safety assessment and confirmation system.

The Russian Nanotechnology Corporation, which initiated the signing of this agreement, pays special attention to the safe production and use of materials and products created using nanotechnology. The Corporation sets itself the task of ensuring the safety of the entire life cycle of nanotechnology products (development, production, consumption, disposal), for which it is necessary to pursue a unified policy consisting in the creation of a national safety assessment and confirmation system.

These issues belong to the competence to varying degrees:
– Federal Agency for Technical Regulation and Metrology (Rostekhregulirovanie);
– Federal Service for Supervision of Consumer Rights Protection and Human Welfare (Rospotrebnadzor);
– Federal Medical and Biological Agency (FMBA);
– Federal Service for Supervision of Healthcare and Social Development (Roszdravnadzor);

Currently, the Corporation is developing a unified system of safety assessment and confirmation based on interaction with all these agencies. So, in April 2008, an agreement was signed between RUSNANO and Rostec Regulation. Similar agreements with the FMBA and Roszdravnadzor are planned to be signed in the near future. Thanks to the joint efforts of the Corporation's specialists and the above-mentioned departments, a unified system for monitoring the safety of nanomaterials and nanotechnology products is being formed in Russia.

The Corporation is also working with national organizations of other countries to harmonize the requirements and procedures for assessing the safety of nanotechnology products. In particular, at the end of October 2008, a Memorandum on cooperation in the field of standardization and certification of nanoproducts was signed between RUSNANO and the Shanghai Nanotechnology Engineering Research Center (PRC). Work is underway to prepare such agreements with the competent organizations of the Republic of Korea, Taiwan, Finland, Germany and other countries.
