Underfunding is not a hindrance to science

Dvorkovich: Russia cannot finance science at the level of 1.77% of GDP

Russian Deputy Prime Minister Arkady Dvorkovich said that in the next two to three years it is unlikely to be possible to achieve the target of financing scientific research in Russia at the level of 1.77% of GDP.

In May 2012, Russian President Vladimir Putin, in one of his decrees, instructed to increase domestic spending on research and development to 1.77% of GDP by 2015, and to increase the volume of financing of state scientific funds to 25 billion rubles by 2018.

"In the next two or three years, we are unlikely to achieve the goal of bringing the financing of science as a whole to 1.77% of GDP, but even with less funding, it is necessary to strive to achieve the indicators set out in the presidential decrees on the development of science," Dvorkovich said during an expanded meeting of the board of the Ministry of Education and Science on Friday.

He added that both the list of critical technologies and the basic research program will need to be adjusted.

"The Ministry of Education and Science should continue to be the curator of this serious work," the Deputy Prime Minister said.
