VEB will finance the construction of a pharmaceutical plant
The State Corporation "Bank for Development and Foreign Economic Affairs (Vnesheconombank)" has opened financing for the project of organizing and building a plant for the production of antibiotics and anticancer drugs on the territory of the SEZ "Terbuny" of the Lipetsk region.
The funds were provided as part of the implementation of loan agreements on the financing of this project totaling 66 million euros for a period of 7 years, concluded between Vnesheconombank and CJSC "Rafarma" in December 2009.
The project is being implemented with the support of the Ministry of Industry and Trade of Russia, the Ministry of Health and Social Development of Russia, the Administration of the Lipetsk Region and complies with the main provisions of the strategy for the development of the pharmaceutical industry of the Russian Federation for the period up to 2020. The drugs planned for production are included in the list of vital medicines approved by the Government of the Russian Federation, in the list of medicines purchased for the needs of the Armed Forces of the Russian Federation, they provide preferential categories of the population. Up to 90% of medicines are planned to be sold as part of public procurement.
Due to the production capacity of the created enterprise (101 million packages of antibiotics and 869 thousand packages of anticancer drugs per year), the need for individual items of 6 main consumer regions (Moscow, Moscow Region, Krasnodar Territory, St. Petersburg, the Republic of Bashkortostan, the Republic of Tatarstan) can be covered.
As a result of the project implementation, the share of imported drugs in certain antibiotic items will be reduced by 60-70%, including 15% of the total volume of antibiotics produced.
For the first time, the Development Bank is participating in the financing of a project in the pharmaceutical industry. Medical equipment and pharmaceuticals were included in the list of industry priorities of the Bank's investment activities at the end of 2009 (Decree of the Government of the Russian Federation No. 1783-r dated November 26, 2009 "On Amendments to the Memorandum on Financial Policy of the State Corporation "Bank for Development and Foreign Economic Affairs (Vnesheconombank)").
CJSC "Rafarma" was created with the aim of implementing a project for the organization and construction of a plant for the production of antibiotics and antitumor drugs on the territory of the SEZ "Terbuny" of the Lipetsk region.
