It is also of great importance that the administration of the Kirov region and the governor actively support this project. The leadership of Vyatka State University also supports him, which will be the base for training highly qualified personnel. An agreement is being discussed between the Pharmaceutical Protection Research Center and Vyatka State University on the competitive selection of senior students for study and internship abroad.

According to Viktor Nazarov, the estimated cost of construction should not exceed 1988 million rubles, including design and survey work and purchase of equipment. Two–thirds of this amount will come from the budget of the Russian Federation, and one-third from extra-budgetary sources.
