Biotechnology is a priority of Vyatka Province

Biotechnologies require capital

"Together with Nikita Belykh (Governor of the Kirov region. – "Expert Online") we are working in Kirov, preparing the first ten projects to participate in the work of the Skolkovo innovation ecosystem. These are projects in the field of biotechnology and information technology. The innovative partnership in the Kirov Region will be formed around the medical Academy and projects related to the programs of the Federal Medical and Biological Agency. Qualified specialists with experience working at high–tech enterprises involved in the implementation of state orders will be able to take part in projects in the field of information technology," he said. In addition, according to Naumov, a separate task will be to train new specialists in the region on the basis of the programs of the Skolkovo Open University and the Skolkovo Institute of Science and Technology (Skoltech).


The development of the biotechnology industry under Nikita Belykh was declared one of the priorities. Firstly, back in Soviet times, a powerful scientific, educational and industrial base in this area was laid in the Kirov region. The biotechnological potential of the region consists of six branch institutes, three branches of federal research institutes, three laboratories of the Russian Academy of Sciences, three universities, five technical schools, three pharmaceutical factories and three large enterprises of all-Russian significance.

They work in such promising areas as the practical use of genetic constructs, transgenic plants with targeted traits and properties, cultivation of plant and animal cells, targeted biosynthesis of new biologically active substances – amino acids, enzymes, vitamins, antibiotics, various food additives and products. Secondly, the region has large reserves of reproducible biological raw materials (waste from the forestry and woodworking industry, processing of agricultural and food raw materials, medicinal plants in ecologically clean areas).

The economic effect of the reconstruction in the new conditions and the development of the biotechnology industry is expressed in the diversification of the region's economy and obtaining a new sustainable source of revenue for the budget. After all, according to industry analysts, among the leading sectors of the world economy, biotechnologies occupy the third place in terms of capitalization. The social effect of the emergence of such "intelligent" high–tech industries is a change in the quality of life of Vyatichi.

With the help of federal money (2 billion rubles) and under the control of the Federal Medical and Biological Agency (FMBA), pharmaceutical production of drugs used in emergency situations by the Ministries of Defense and Internal Affairs is already being created in the village of Levintsy, Orichevsky district. "Russia annually purchases such funds in the amount of $ 200 million. Therefore, the final task of the project is to produce them on our site," said Nikita Belykh, Governor of the Kirov Region, on this occasion.

A plant for the production of pharmaceuticals for the treatment of blood diseases is being built on the basis of the Kirov Research Institute of Hematology and Blood Transfusion (Research Institute of Hematology and Blood Transfusion) with federal money ($ 150 million). The uniqueness of the new production is that for the first time the most scarce drugs – albumin, immunoglobulins for intravenous administration, antihemophilic factors – will be produced in Russia in industrial volumes. The new production will meet the country's needs for immunoglobulin by 100%, albumin by 58%, and for two factors of blood clotting by 40% and 100%, respectively. To ensure the production of donor plasma, 50 donor plasma centers will be opened.

But this is federal money. And with the help of the Skolkovo Foundation, the Kirov authorities want to attract the money of entrepreneurs, including their region, to the development of biotechnologies.
