The Fund for Assistance to the Development of Small Forms of Enterprises in the Scientific and Technical Sphere (hereinafter the Fund) announces the implementation of the next cycle of the Program "Participant of the Youth Scientific and Innovative Competition" ("U.M.N.I.K.") for 2009.
The purpose of the ProgramIdentification of young scientists seeking to self-actualize through innovative activities, and stimulation of mass participation of young people in scientific, technical and innovative activities through organizational and financial support of innovative projects.
The Fund finances the implementation of R&D projects of the program participants.
Program ParticipantsIndividuals from 18 to 28 years of age inclusive (students, postgraduates, young researchers) selected at events accredited by the Foundation (conferences, competitions, seminars, scientific schools).
The selection of participants is carried out in five directions:
- Biotechnology;
- Information technology;
- Medicine and Pharmacology;
- Chemistry, new materials, chemical technologies;
- Mechanical engineering, electronics, instrumentation.
Projects with significant novelty and a medium-term prospect of their effective commercialization participate in the activities of the Program.
Dates of the program "U.M.N.I.K.":2 years.
The decision to continue participation (transition) to the second year is made based on the results of the Program participant's work during the first year, provided that all the requirements of the Program are met.
Funds allocated by the Fund:The Fund allocates 200 thousand rubles per year for each participant of the Program (including taxes and expenses for Project support by a Small innovative enterprise).
Selection and accreditation of Events:The selection of Events is carried out by the Scientific Coordination Council of the Fund for the Promotion of Small Forms of Enterprises in the Scientific and Technical Field on the basis of applications sent to the Fund by the organizing committees of conferences, competitions, seminars, scientific schools applying for accreditation as Events of the Program "U.M.N.I.K."
The Program activities are selected based on the following criteria:
- Compliance with the main scientific directions of the Program;
- Optimal distribution of Activities by regions of the Russian Federation;
- A wide range of Event participants;
- Participation in Events of leading scientific schools.

01.12 - 26.12.2008 - consideration of applications by the Scientific Coordinating Council of the Foundation.
29.12.2008 - accreditation of the Events of the Program "U.M.N.I.K."
Application form.
Applications are accepted electronically to umnik@fasie.net and on the letterhead of the organization holding the Event signed by the chairman of the organizing committee at the address: 49 Leninsky Prospekt, Moscow, 119334, the NTS MP Assistance Fund with the note "U.M.N.I.K." on the envelope.
Selection of Program participants.The Program participants are selected at accredited Events throughout the year (in accordance with the schedule of Events).
The winners (participants of the Program) are determined by Expert Councils formed for each accredited Event.
Expert councils are formed by the Organizing Committee of the accredited Event. The Expert Council should include a Program coordinator appointed by the Foundation or his authorized representative. The Organizing Committee of the Event includes a regional representative of the Foundation.
The Program participants are selected based on materials and reports submitted by applicants during the Events.
The regional representative of the Foundation, after selecting the participants of the Program during the Event, offers them a small enterprise, under an agreement with which the participants of the Program will carry out their project. The state contract is concluded with this enterprise.
Selected participants of the Program for the implementation of their project conclude employment agreements with a Small innovative enterprise provided by a regional representative of the Fund, which provides organizational and financial support for projects. This is due to the fact that the Fund has the right to provide state financial support only to small enterprises.
