David Williams, president of the Alliance for the Protection of Taxpayers of the United States, is confident that the National Institutes of Health of the United States (NIH – the center of the U.S. government responsible for research on health and biomedicine) "has too inflated budget, and money is flowing into research that has almost no value to society."

The US Congress created the NIH with the aim of "developing knowledge about how to improve health, prolong life and overcome diseases." This year, the institution's budget amounted to $ 24 billion.
