Russian President Dmitry Medvedev has signed amendments to the law on science and state scientific and technical policy and to the Tax Code of the Russian Federation, which clarify the legal status of funds to support scientific, scientific, technical and innovative activities, the Kremlin press service reported today.

The changes are designed to streamline the system of funds to support scientific, scientific, technical and innovative activities, which can be provided with tax benefits. The peculiarities of their legal status, organizational structure and requirements for the selection of funded projects by funds are established.

According to the adopted amendments, state funds can be created in the form of budgetary or autonomous institutions. Financing of scientific, scientific-technical and innovative activities can be carried out by legal entities and individuals (non-governmental funds).

There is also a mandatory rule for state funds on the examination of applications for project financing.

Amendments to the Tax Code provide that funds received from such funds, as well as funds received for their formation, are not taken into account when determining the tax base for income tax.
