The Government of Kuwait has long announced the creation of a single DNA database for the citizens of the country. Now these plans have begun to be gradually implemented, plus an interesting innovation has appeared. The fact is that not only citizens of the country are now required to take DNA, but also residents, people temporarily residing in Kuwait, tourists.

Failure to comply with the government's requirements is fraught with a huge fine of $33,000. In addition, "hard-core refuseniks" can get a real prison term. The state allocates about $400 million for the new project.

There is an interesting situation in the country now – there are about 1.3 million citizens of the state, plus another 2.9 million are foreign residents and tourists. The decision to create a DNA database of citizens and guests of the country was made after a number of terrorist acts committed last year. After that, the government decided to protect itself for the future. Based on DNA samples found at the scene of future crimes, the government hopes to identify the perpetrators – and this can be done very quickly.

As far as we can understand, it is impossible to refuse to provide your own samples of genetic material – neither religious nor any other beliefs play a role here. The law itself has been criticized by many prominent figures, both in Kuwait and in other countries.

In Europe, a similar proposal was considered back in 2008, but then the European Court of Human Rights ruled that the creation of a DNA database of all citizens is not a necessary measure, plus, such a "registry" is illegal.
